About this file
Attachment E is a Performance Standards and Guarantees document for the Florida Department of Management Services (DMS) Building Automation Systems Services Request for Proposal (RFP No. DMS-24/25-176). The document outlines specific performance requirements and financial consequences for contractors failing to meet contractual obligations, including response times, licensure requirements, service ticket submissions, and invoice processing. Key performance metrics include responding to service calls within 10 business days, ensuring employees have appropriate professional licenses, submitting complete service tickets with invoices, and providing invoices within 30 calendar days after work completion.
For each identified performance standard, the document specifies a uniform financial penalty of a five percent (5%) deduction from the subsequent invoice if the contractor fails to meet the specified requirements. These standards cover critical aspects of service delivery such as timely communication about project delays, maintaining proper professional credentials, providing detailed service documentation, and adhering to invoicing timelines. The performance guarantees are designed to ensure accountability, quality control, and consistent service delivery for building automation systems maintenance and support across state facilities.
