About this opportunity

The California Arts Council (CAC) is seeking proposals for its Arts in Corrections (AIC) program through RFP-AIC-25-003, which aims to provide arts programming within California Department of Corrections and Rehabilitation (CDCR) adult facilities. The solicitation targets organizations capable of delivering arts workshops across various disciplines including cultural practices, design, literary, media, multidisciplinary, performing, traditional, and visual arts to incarcerated individuals. Eligible arts providers must employ teaching artists with at least three years of documented arts programming experience, including one year in correctional or comparable settings. The RFP requires comprehensive proposals addressing organizational capacity, program design, implementation plan, evaluation methodologies, and community impact. Proposals are due November 18, 2025, at 3:00 PM PST, with an optional bidders' conference on November 7, 2025, and questions due by November 10, 2025. The evaluation process will assess proposals across five key components: organizational capacity, program design, evaluation and reporting, equity and community impact, and budget narrative, with a total possible score of 100 points.

The solicitation includes set-aside preferences for small businesses (SB) and Disabled Veteran Business Enterprises (DVBE), with incentive participation options available. Bidders may submit proposals for up to $100,000 per institution, with a maximum of two contracts awarded per institution (three for specific facilities like San Quentin and California Institution for Women). The total maximum budget per organization across all awarded contracts cannot exceed $1,200,000 at any given time. Eligible respondents include independent contractors, nonprofits, small businesses, and for-profit organizations. Mandatory business documents required include California Secretary of State registration, liability insurance, IRS 501(c)(3) tax-exempt status letters (if applicable), and various state compliance certifications. The contract term runs from December 5, 2025, through December 31, 2027, with potential contract advances of up to 25 percent of the final contract amount. Proposals will be evaluated using a comparative cost formula, with the lowest-cost bidder receiving maximum cost points and other proposals receiving proportionally fewer points.
