About this file

Exhibit F – Prison Rape Elimination Policy Information Sheet

This document is an informational exhibit from the California Arts Council's RFP-AIC-25-003 for Arts in Corrections, establishing mandatory policy requirements for all volunteer and contractor personnel providing services within California Department of Corrections and Rehabilitation (CDCR) institutions. The exhibit outlines the Prison Rape Elimination Policy framework that all Arts Providers and service providers must acknowledge in writing prior to performing duties. All volunteers and contractors are required to sign a confirmation that they have read and understood the policy and accept responsibility for immediately reporting any information indicating an offender is experiencing sexual violence, staff sexual misconduct, or sexual harassment.

The policy establishes three primary operational requirements: Professional Behavior standards requiring respectful treatment of all individuals, professional communication, objective listening, avoidance of gossip and offensive humor, and personal accountability; Preventative Measures requiring knowledge and enforcement of sexual conduct rules, professional demeanor maintenance, clear communication that sexual activity is unacceptable, serious treatment of all allegations, and appropriate separation of alleged victims from alleged predators; and Detection protocols mandating immediate and confidential reporting to appropriate supervisors, required documentation of reported information using supervisor-designated forms, and necessary preventive actions such as giving direction or activating alarm systems to prevent further harm. The policy explicitly prohibits advising offenders to use force to repel sexual advances. Bidders must provide organization name, authorized representative name, signature, and date on the acknowledgment form.
