About this opportunity
The Oregon Health Authority's Public Health Division, Environmental Public Health Section, Domestic Wells Safety Program issued RFP 6225 seeking qualified contractors to provide reverse osmosis point-of-use water treatment installation and maintenance services for the Lower Umatilla Basin Groundwater Management Area in Morrow and Umatilla counties. The procuring jurisdiction is Multnomah County, Oregon, with services to be delivered to eligible program participants experiencing high nitrate concentrations in domestic well water. Contractors must install and maintain OHA-approved reverse osmosis systems (either Culligan Aquasential RO System or Kinetico K5 Water Drinking Station) that reduce nitrate levels below 10 mg/L, with a minimum installation requirement of 5 to 10 systems monthly to address a current backlog of approximately 150 participants. Key deliverables include system installation with all associated equipment and labor, routine maintenance appointments with filter and membrane replacement, post-treatment water sample collection and laboratory analysis, and Spanish language services as applicable. Required qualifications include at least one licensed plumber or water treatment specialist with five years of Oregon construction industry experience and an active Oregon Construction Contractors Board license, plus at least one person with Spanish language proficiency or commitment to hire qualified staff before contract execution. Evaluation criteria are weighted toward Key Persons' qualifications and experience (50 points maximum), while Reference Checks and Price Proposals are evaluated on a pass/fail basis. The proposal deadline is March 6, 2026, at 5:00 PM Pacific Time, with the initial contract term running approximately March 15, 2026, through June 30, 2027 (1.25 years), with optional extensions available up to a cumulative maximum of five years; no bidders' conference or site visits are scheduled, and all clarifications should be directed to John F. Gardner at john.f.gardner@odhsoha.oregon.gov or (503) 509-5698.
The RFP includes provisions encouraging diversity and certified small business participation through the Certified Disadvantaged Business Outreach Plan, which applies to all proposers and requires documentation of outreach efforts to certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses under Oregon Revised Statute 200.055; however, this information is not scored in the evaluation process. Contractors previously awarded contracts under the related RFP 6192 are explicitly ineligible to bid on RFP 6225. The Oregon Health Authority anticipates awarding two or more contracts from this solicitation, with estimated not-to-exceed compensation of $500,000 for a single contract award during the initial term, or approximately $350,000 to $500,000 per contract if multiple awards are made. Compensation is structured on an all-inclusive, fixed-price per-program-participant basis covering all installation and maintenance tasks, plus a fixed fee of $37.80 per test sample for laboratory analysis, with all travel expenses and time incorporated into the fixed rates and no minimum compensation guaranteed. The contractor must maintain comprehensive insurance including workers' compensation, commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, automobile liability of $1,000,000, and professional liability of $1,000,000 per claim/$2,000,000 aggregate. As of March 10, 2026, the Oregon Health Authority issued an Intent to Award Notice indicating that Hellman LLC was selected as the apparent successful proposer, pending successful contract negotiations.
