About this file
This is a Certified Disadvantaged Business Outreach Plan form issued by the State of Oregon Department of Administrative Services (DAS) Procurement Services for RFP 6225, which concerns Reverse Osmosis Point of Use Water Treatment Installation and Maintenance (OregonBuys Bid # S-44300-00016027). The form requires proposers to document their outreach efforts to certified firms and their plans for subcontracting opportunities. Proposers must complete sections addressing their own certification status, prior contractual relationships with certified and non-certified disadvantaged businesses, anticipated subcontracting opportunities with approximate dollar values, and their willingness to report subcontractor information to the Oregon Certification Office for Business Inclusion and Diversity (COBID). The form applies to all proposers and is submitted as part of their proposal package.
Certified firms under Oregon Revised Statute 200.055 include small businesses certified by COBID as minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. These firms must receive equal opportunity to participate in the performance of contracts financed with state funds. The information submitted through this outreach plan is not scored in the evaluation process but demonstrates the proposer's commitment to compliance with state diversity requirements. Proposers must describe the specific steps they will take to solicit certified firms for subcontracting opportunities if awarded the contract and indicate whether they will provide subcontractor and subcontract value information to COBID upon request.
