About this opportunity

The Oregon Department of Human Services, Office of Resilience and Emergency Management, has issued a Request for Application (RFA) for on-call hygiene services to support mass care operations during declared emergencies, disaster events, extreme weather incidents, and other incidents requiring human services support. The procurement seeks qualified vendors to provide multiple hygiene service options on an as-needed basis, including portable restroom facilities, hand wash stations, shower facilities and tents, laundry services, waste removal (trash and bio/sewage waste), grey water and wastewater removal, dump station access, and comfort kits. Services will be delivered to shelter locations throughout Oregon, including warming and cooling shelters, congregate shelters, and non-congregate settings such as hotels and motels, with vendors able to select one or multiple service options based on their capabilities. Required qualifications include adherence to industry standards for goods and services provided, with wastewater and sewage removal vendors specifically requiring Oregon licensure to pump, transport, and dispose of sewage and greywater. Applicants must submit completed Application Information and Certification (Attachment B), Applicant Questionnaire and Services Selection (Attachment C), COBID Certification/Outreach Plan (Attachment D), Responsibility Inquiry (Attachment E), detailed pricing for selected services with all-inclusive rates preferred, and identification of at least one key person for ordering and billing. The application deadline is December 31, 2026, at 3:00 P.M. (PST), with applications accepted continuously until that date or until the Agency has sufficient Price Agreements to meet its needs; application review is expected within approximately 60 calendar days of submission, followed by price agreement negotiations.

The State of Oregon encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses, though participation is not restricted to these entities. All successful applicants must secure commercial general liability insurance, provide taxpayer identification, maintain Oregon business registry authorization, and comply with pay equity and nondiscrimination requirements. The initial contract term is anticipated through June 30, 2027, with the Agency reserving the right to extend the term via written amendment up to a maximum of seven years without further solicitation. The Agency makes no guarantee of a minimum or maximum amount of services to be ordered and reserves the right to award multiple Price Agreements to meet operational needs, meaning contract values will vary based on actual service utilization during emergency and disaster response operations. No incumbent vendors or existing infrastructure integration requirements are specified in the RFA documentation, indicating this is a new or re-competed solicitation with no established baseline contract values provided.
