About this opportunity
The State of Oregon, through the Oregon Health Authority (OHA) Public Health Division, is issuing Request for Applications (RFA) 6127 to establish multiple price agreements for lead-based paint remediation services under OregonBuys Bid Number S-44300-00013845. The procurement seeks qualified certified providers to deliver one or more of three service disciplines: Lead Risk Assessment Services, Lead Abatement and Hazard Control Services, and Clearance Examiner Services to support the Lead-Based Paint Program (LBPP) and the Childhood Lead Poisoning Prevention Program (CLPPP). Services will be provided across seven designated geographic regions in Oregon (Cascade, Eastern, Metro/North Coast, Mid-Valley, Northeast, Southern, and South Valley & Coast) for compliance with Oregon Administrative Rule Chapter 333, Division 67, and federal EPA regulations governing pre-1978 housing and child-occupied facilities. All applicants must be currently certified by OHA in at least one of the three service disciplines, possess all applicable federal, state, and local licenses, and meet responsibility requirements under Oregon Revised Statutes 279B.110. Applications must include completed Attachments B through E and be submitted exclusively through OregonBuys; submissions by hand delivery, mail, parcel carrier, or fax are not accepted. The RFA will remain open until OHA establishes a sufficient number of contractors to meet its needs, with an amendment to OregonBuys announcing the formal closing date; the posted due date of January 31, 2029 reflects the anticipated extended open period. The initial contract term is two years with renewal options extending to a maximum of ten years, and OHA will select contractors for individual work orders based on personnel availability, geographic proximity, capacity, expertise, hourly rates, and past performance. Compensation is structured on an hourly rate basis (rates to be negotiated), with separate compensation for overtime, and reimbursable expenses including permit fees, hazardous waste disposal, laboratory analysis, abatement materials, and travel expenses at GSA rates.
The RFA requires applicants to complete a Certified Disadvantaged Business (COBID) Outreach Plan demonstrating commitment to providing equal opportunities for certified minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB) as subcontractors, though this is a non-scored evaluation component. Applicants must also certify compliance with Oregon tax law, non-discrimination in employment and subcontracting, wage and hour laws, and for contracts of $150,000 or more, implementation of written policies preventing sexual harassment and discrimination under Oregon Revised Statutes 279A.112. Current contractors under the prior RFA 5431 may extend their agreements by submitting only Attachments B and C. Selected applicants must provide proof of insurance, including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Pollution Liability ($500,000 per occurrence/$1,000,000 aggregate), and Workers' Compensation as required by Oregon law. For contracts exceeding $500,000 or applicants employing 50 or more full-time workers, a current Pay Equity Compliance Certificate from the Oregon Department of Administrative Services is required. The RFA does not specify a guaranteed minimum work volume or total contract value; OHA makes no guarantee of minimum work volume under any Price Agreement and will award multiple agreements on an as-needed basis through individual Work Order Contracts (WOCs). Hourly rates may be adjusted at periodic contract extensions based on cost-of-living or consumer price index changes, and the procurement is governed by Oregon law with venue in Marion County Circuit Court or the United States District Court for the District of Oregon.
