About this opportunity
Eugene Water & Electric Board (EWEB) is requesting proposals for as-needed commercial printing and mailing services under RFP 26-025-PSC, with proposals due October 30, 2026. The scope includes printing, labeling, sorting, and bulk mailing services to support EWEB's operational communications.
The pricing structure, outlined in Attachment A, evaluates vendor capacity across five representative jobs: 150 double-sided direct letters for monthly backflow mailing; 2,400 tri-fold brochures and 2,400 single-sided letters for a dam safety initiative; 100,000 double-sided postcards for a customer announcement; 2,700 double-sided letters for budget billing communications; and 100 double-sided letters for the Amazon Headwaters Trail project. Proposers must provide pricing excluding postage, estimated turn-around time, postage class selection, and estimated postage costs for each job. Actual contract quantities will vary from the stated evaluation quantities.
Addendum 1, posted September 29, 2026, modifies the original RFP and addresses procedural matters including evaluation criteria and submission requirements. All proposers must review and incorporate changes outlined in the addendum to remain compliant with EWEB's evaluation process.
The contract is structured as an as-needed vehicle, allowing EWEB to request services on a contingency basis throughout the contract period. The RFP may include set-asides or preferences for small businesses or local vendors under Oregon procurement regulations. Funding derives from EWEB's operational budget, with actual costs dependent on the volume and frequency of services requested during performance.
