About this file

This addendum to RFP 26-025-PSC modifies the original request for proposals issued by Eugene Water & Electric Board (EWEB) for as-needed print and mail services. The addendum clarifies requirements for printing, labeling, sorting, and bulk mailing services that EWEB requires on a contingency basis. The document addresses procedural matters related to the proposal submission process, including modifications to evaluation criteria, submission requirements, or other terms originally outlined in the base RFP. Interested vendors should review this addendum in conjunction with the original RFP to ensure full compliance with all current requirements and specifications for this Oregon-based procurement.

The addendum serves to refine the contractual terms, pricing structures, or other conditions that may impact vendor proposals and selection criteria. Prospective bidders must incorporate the changes outlined in this addendum into their submissions to remain competitive and compliant with EWEB's evaluation process. All interested parties are advised to carefully review both the original RFP and this addendum to understand the complete scope of work, pricing expectations, and any set-asides or special provisions that may apply to this as-needed services contract.

Addendum - Nonmaterial Change Rev 4-21-20

October 2, 2026

ADDENDUM #1

As-Needed Print and Mail Services

RFP-26-025-PSC

This addendum provides clarification to the solicitation document(s) for work only to the extent indicated herein.

Vendor Questions:

1. Regarding RFP Sections 5.1, Company Experience; 5.2, On Time/On Budget; 5.3, High-Quality Work:

Question: May a prime proposer use relevant completed projects performed by a named production subcontractor to demonstrate comparable experience, on-time/on-budget performance, and provide the required physical samples, provided that subcontractor will perform a material portion of the work under the EWEB contract?

Answer: Proposer should provide relevant completed projects for evaluation that most closely resemble the work that is being described in this solicitation. Proposer must indicate who was responsible (prime or sub-contractor) for which tasks.

2. Regarding RFP Section 5.4, References:

Question: May client references from that named subcontractor be used when the references relate directly to comparable print-and-mail work the subcontractor performed, or must all three references be clients for whom the prime proposer itself directly performed the services?

Answer: As EWEB will be contracting with the prime contractor, references provided should be those where the prime at a minimum managed the services provided. Please indicate how the prime managed the work, and the work produced by the sub-contractor. Please Note: These references need not be the same as those provided in Section 5.1.

3. Regarding RFP Exhibit 2, Specifications of Projects, Job #3:

Question: Would EWEB permit the prime contractor to use an approved commercial printing subcontractor for production while the prime contractor remains responsible for project management, data processing, mail preparation, postage, and overall contract performance?

Answer: Yes.

4. Regarding RFP Exhibit 2, Specifications of Projects, Job #3:

Addendum - Nonmaterial Change Rev 4-21-20

Question: For high-volume projects such as Job #3, is the typical 3–4 working day turnaround expected to apply to the full 100,000-piece quantity, or may the production schedule be established on a project-specific basis when the quote is requested?

Answer: The production schedule can be established on a project-specific basis when the quote is requested.

CLOSING DATE AND TIME

The closing date and time will remain unchanged.
