About this opportunity
The Columbus Consolidated Government's Finance Department Purchasing Division is seeking multiple qualified contractors to provide course instructors for the HR Department/The Learning Center under an annual contract (RFP No. 26-0015). The procurement covers instructor services for various training modules including Business Writing, Meeting Planning, Documentation, Evaluations and Discipline, Project Management, Interviewing, Firing and Hiring, Workplace Safety, Sexual Harassment and Discrimination, Customer Services, and Media Relations to support employee development within Columbus Consolidated Government. Core training sessions must be delivered in-person at Columbus City Hall with a minimum of 15 to 25 employees per core session and 10 to 25 employees for additional sessions, though supplementary sessions may be conducted virtually or in hybrid formats upon approval. Contractors are responsible for recruiting, hiring, supervising, and compensating instructors; providing all instructional materials, handouts, and books; delivering certificates of completion and certifications with credits noted; maintaining documented records of class attendance and participant evaluations; and ensuring ADA compliance and participant confidentiality. The contract requires a minimum of 12 training sessions annually, though sessions may extend to 20 or more depending on demand, with classes scheduled between 8:00 a.m. and 1:00 p.m. and potentially broken into two-part sessions if exceeding four hours. Evaluation criteria are weighted as follows: Qualifications and Experience (40%), Program Proposal (40%), Client Work History (15%), and Cost Proposal (5%). The final proposal due date is November 21, 2025, at 5:00 p.m. Eastern Time, with contract commencement anticipated for January 18, 2026, and the contract term spanning two years with three optional one-year renewal periods contingent upon mutual agreement and City Council funding approval.
There are no identified set-asides or restrictions limiting the types of organizations eligible to respond to this procurement. The incumbent vendor, The Leadership Institute at Columbus State University, has held the contract since June 18, 2019, and has averaged $7,209 per year in spending; this incumbent is eligible to resubmit a proposal. The Learning Center utilizes the NeoGov Learn Learning Management System for administration, sign-ups, and reporting, and vendors should be prepared to integrate with this existing infrastructure. Required insurance includes Workers' Compensation, General Liability with $1 Million Combined Single Limit, Automobile Liability with $1 Million coverage, and Contractual Liability with $1 Million coverage, with the City named as an additional insured on all policies. The City has allocated an annual budget of $25,000 for these services, with pricing structured based on session duration and participant group size, and all costs including instructor fees, materials, equipment, and travel must be bundled into the course fee. Payment will be made within 30 days of invoice receipt for services rendered. No background checks are required for instructors, and no mandatory subcontracting requirements apply.
