About this opportunity
The City of Eugene is requesting proposals for a Community Safety Payroll Tax Communication Strategy under RFP 20272010, with sealed proposals due August 19, 2026 at 2:30 p.m. through OregonBuys.
The scope spans August 2026 through June 2027 across five phases: research and analysis (deliverable due October 31, 2026), creative development (January 15, 2027), communications strategy, coalition building and engagement, and performance reporting (both May 14, 2027). Key deliverables include 4–6 community focus groups, market research and analysis, creative materials encompassing branding, messaging frameworks, videos, social content, and printed materials, a comprehensive multi-channel advertising strategy, and coalition building activities including 2–4 co-sponsored events.
The budget range is $150,000 to $300,000. Cost proposals are evaluated on value relative to scope depth rather than lowest bid. The City will score proposals on a 100-point scale: cover letter (15 points), relevant experience of the overall firm (35 points), relevant experience of the company and related team (30 points), capability and availability (10 points), and cost proposal (10 points). Proposers must provide a minimum of three references for projects valued in excess of $150,000 and must affirm acceptance of the City's standard professional services contract or identify exceptions with proposed alternative language.
The contractor must maintain commercial general liability insurance of not less than $2 million combined single limit per occurrence with an annual aggregate of $3 million, workers' compensation insurance in compliance with Oregon law, and automobile liability insurance of not less than $2 million combined single limit per occurrence. The contract is effective upon execution with an option for up to three additional one-year renewal terms by mutual agreement. The Notice of Intent to Award is anticipated by August 26, 2026. The City reserves the right to reject any proposal, waive informalities, negotiate additions or deletions, and terminate for convenience if funding becomes unavailable or termination is deemed in the public interest.
