The solicitation seeks proposals for a comprehensive communications strategy project spanning August 2026 through June 2027, organized across five phases: research and analysis (deliverable due October 31, 2026), creative development (January 15, 2027), communications strategy, coalition building and engagement, and performance reporting (May 14, 2027). Key deliverables include 4-6 community focus groups, market research and analysis, creative materials encompassing branding, messaging frameworks, videos, social content and printed materials, a multi-channel advertising strategy, and coalition building activities including 2-4 co-sponsored events. Sealed proposals are due August 19, 2026 at 2:30 p.m. through OregonBuys, with a Notice of Intent to Award anticipated by August 26, 2026. The contract becomes effective upon execution and includes an option for up to three additional one-year renewal terms by mutual agreement.
The budget range for this project is $150,000 to $300,000, with cost proposals evaluated on value relative to scope depth rather than lowest bid. Evaluation criteria consist of a 100-point scale including cover letter (15 points), relevant experience of the overall firm (35 points), relevant experience of the company and related team (30 points), capability and availability (10 points), and cost proposal (10 points). Proposers must provide a minimum of three references for projects valued in excess of $150,000 and must affirm acceptance of the City's standard professional services contract. Required insurance coverage includes commercial general liability insurance of not less than $2 million combined single limit per occurrence with a $3 million annual aggregate, workers' compensation insurance in compliance with Oregon law, and automobile liability insurance of not less than $2 million combined single limit per occurrence. Proposers must certify compliance with Oregon public contracting code provisions, applicable state and local tax laws, and nondiscrimination requirements, and must confirm proposal independence and noncollusion.
