Key deliverables include 4-6 community focus groups, market research and analysis, creative materials encompassing branding, messaging frameworks, videos, social content and printed materials, a comprehensive multi-channel advertising strategy, and coalition building activities including 2-4 co-sponsored events. Sealed proposals were due August 19, 2026 at 2:30 p.m. through OregonBuys. The Notice of Intent to Award is anticipated by August 26, 2026. The contract is effective upon execution with an option for up to three additional one-year renewal terms by mutual agreement.
Five proposals were received by the closing deadline. Four proposers held OSBE/WBE or ESB/WBE certifications: Kearns & West (OSBE/WBE - 11641), Turell Group (OSBE/WBE - 6302), Parachute Strategies (ESB/WBE - 9083), and Quinn Thomas LLC. One proposer, Funk/Levis & Associates, submitted without a listed certification. The budget range is $150,000 to $300,000, with cost proposals evaluated on value relative to scope depth rather than lowest bid. The City scores proposals on a 100-point scale: cover letter (15 points), relevant experience of the overall firm (35 points), relevant experience of the company and related team (30 points), capability and availability (10 points), and cost proposal (10 points).
