About this file
This is Addendum No. 2 to RFP 20272010, issued by the City of Eugene, Oregon on August 11, 2026, clarifying requirements for a Community Safety Payroll Tax (CSPT) Communication Strategy. The project scope spans August 2026 through June 2027 and encompasses five phases: research and analysis (due October 31, 2026), creative development (due January 15, 2027), communications strategy development, coalition building and engagement, and performance reporting (due May 14, 2027). Key deliverables include 4-6 community focus groups, market research and analysis, creative materials (branding, messaging frameworks, videos, social content, and printed materials), a comprehensive multi-channel advertising strategy, and coalition building activities including 2-4 co-sponsored community events. Sealed proposals are due August 19, 2026 at 2:30 p.m., with the Notice of Intent to Award anticipated by August 26, 2026. The contract is effective upon execution with an option for up to three additional one-year renewal terms by mutual agreement.
The budget range is $150,000 to $300,000, with cost proposals evaluated on value relative to scope depth rather than lowest bid. All deliverables identified in the original RFP are required; however, voter propensity modeling and polling strategy were removed from requested deliverables per Addendum 1. Implementation expenses such as paid media, video production, photography, printing, and event costs are included within the contract budget if previously approved by the City. The consultant will work with City staff to develop and track performance indicators beyond those already existing in annual reports. Mia Cariaga serves as Executive Sponsor and Britni D'Eliso as day-to-day Project Manager, supported by the City Manager's Office in partnership with all CSPT-funded departments. The consultant must comply with all applicable federal, state, local, and ordinance requirements and is responsible for inviting, facilitating, and engaging community stakeholders for coalition building, while City leadership provides guidance on key voices to include.
