About this opportunity

The procurement solicits a qualified Design/Build team to provide comprehensive professional park and infrastructure design services, pre-construction consulting services, and construction services. Key deliverables include detailed park and infrastructure designs, pre-construction consulting, and full construction execution over a 16-month project timeline divided into two phases: Phase One Design (March 1, 2026 to June 1, 2026) and Phase Two Design Completion and Construction (June 1, 2026 to July 30, 2027). Proposers must demonstrate qualifications in design-build project delivery, park and infrastructure design, and construction management, with all services required to comply with applicable federal, state, and local regulations, including grant requirements. The submission deadline is 2:00 PM EST on January 23, 2026, with questions due by 2:00 PM EST on January 12, 2026. Proposals must be delivered to the Office of the City Engineer at 411 W. Jackson Street, Thomasville, GA 31792, with the complete electronic RFP package available from Eve Geyer at eve.geyer@thomasville.org. Evaluation criteria include the proposer's qualifications, experience with similar projects, proposed approach and methodology, and fee competitiveness. Proposers must submit a Certified Check or Bid Bond equal to five percent of the proposal amount as a guarantee of contract execution within ten days of award notification, with proposals non-withdrawable for 60 days following the submission deadline.

The RFP documents do not specify set-aside designations or restrictions limiting responses to particular types of organizations, including disadvantaged enterprises, indicating this is an open procurement available to qualified private sector design-build firms. No incumbent vendors or current contractors are identified in the available documentation. The anticipated total design and construction budget for the project is $5,000,000, with funding provided through the Georgia Outdoor Stewardship Program (GOSP), the City of Thomasville, and private philanthropic contributions. Upon contract award, the selected proposer will be required to provide a separate Payment and Performance Bond equal to one hundred percent of the contract value. All bonds and insurance documents must be executed by or countersigned by a licensed resident agent of the surety or insurance company with a place of business in Georgia, in compliance with Georgia insurance laws. The City of Thomasville reserves the right to reject any or all proposals and to waive technicalities and informalities at its discretion.
