About this opportunity
The Orange County Transportation Authority (OCTA) is requesting quotes from authorized resellers for Scribe Enterprise Core with user licenses on a one-year term, with quotes due May 12, 2026 at 11:00 a.m. All submitting firms must certify that they are not subject to Ukraine/Russia-related economic sanctions imposed by the State of California or the United States, including Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065; any individual or entity subject to such sanctions is ineligible to participate.
The scope covers Scribe Enterprise Core renewal with 15 existing user licenses, with provisions to add additional licenses as needed through a blanket purchase order structure. The independent cost estimate is based on approximately $900 per user per year for up to 30 licenses.
The budget is $27,000 for the one-year contract term. Funding derives from local sources. The contract is structured as Time & Expense, not firm fixed price, though source documents conflict on this point. The procurement will be awarded to the lowest responsive, responsible firm.
Evaluation is based entirely on cost at 100 percent weight; no specialized firm qualifications, staffing, or detailed work plans are required. No prevailing wage requirements, liquidated damages, retention provisions, Measure M, FTA, FHWA funding, or DBE goals apply.
Written questions are due by 11:00 a.m. on April 30, 2026. OCTA will respond with a written addendum by May 6, 2026. Quote review is scheduled for May 19, 2026, with a purchase order anticipated by May 28, 2026. All submitting firms agree to the terms and conditions outlined in Exhibit C, OCTA General Provisions.
