This is a prevailing wage agreement subject to California Labor Code Division 2, Part 7, Chapter 1. All submitting firms must certify non-involvement with Ukraine/Russia-related economic sanctions imposed by California or the United States under Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065.
The scope covers on-call, as-needed crane and rigging support across OCTA facilities in Anaheim, Garden Grove, Irvine, Santa Ana, Brea, Fullerton, Huntington Beach, Laguna Hills, and Newport Beach — including hoisting and removal of HVAC units and mechanical equipment, placement of tools and materials, retrieval of decommissioned equipment, emergency lifts, and lifting of light poles and heavy equipment. The contractor must maintain 24/7 availability with two-hour emergency response and 24-hour routine mobilization. Required qualifications include a valid California Class B contractor license (C-61/D-21 or equivalent), current NCCCO certifications for all crane operators, and applicable OSHA and Cal/OSHA certifications for rigging personnel. All cranes must be certified within twelve months and meet Cal/OSHA and emissions standards. Contractors must submit detailed lift plans, Job Hazard Analyses, current certifications, and traffic control plans prior to mobilization. Critical lifts exceeding 75 percent of crane capacity or involving gross loads of 10 tons or greater require engineered plans stamped by a California registered professional engineer submitted seven days prior to the lift.
The estimated contract value is $50,000 for a one-year term (October 1, 2025–September 30, 2026). Pricing must be firm-fixed for labor and hourly equipment rental rates, incorporating all direct and indirect costs and profit. No price increases are permitted; any price decreases automatically extend to the Authority. Contractors must guarantee quoted prices are equal to or less than those offered to other local, state, or federal government entities.
Award will be made to the lowest responsive and responsible firm on a lump sum basis without obligation to purchase minimum or maximum quantities and without further discussion. Evaluation is 100 percent cost-based. The successful contractor must carry Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation with Waiver of Subrogation, and Employers' Liability ($1,000,000 per accident). Level 3 Health, Safety, and Environmental requirements apply, including submission of comprehensive HSE submittals within 30 days of notice to proceed. No DBE goals, retention, or liquidated damages apply.
