About this opportunity

The Washington Suburban Sanitary Commission (WSSC Water) is soliciting materials submittals via rolling qualification for Advanced Metering Infrastructure (AMI) components—meters, transmitters, composite lids, and associated accessories—with responses due by 2:00 pm on December 11, 2026 via its eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. WSSC Water will not evaluate add-on sensors, meter-transmitter compatibility, or software components as part of this qualification.

Only manufacturers—not distributors—may submit. Vendors must complete the Material Qualification Checklist and submit it to AMI_Materials_RFQu@wsscwater.com; upon confirmation of worksheet completeness, physical samples must be delivered to WSSC Water's Meter Shop at 4102 Lloyd Street, Building 6, Hyattsville, Maryland by December 11, 2026.

Meters must comply with AWWA standards C-700, C-710, C-701, C-703, C-715-18 (R22), and C-750-19 (R23), plus NSF/ANSI Standards 61 and 372 with verification documentation and NSF certification marks. The specification covers four meter types: small positive displacement (5/8" to 1"), large positive displacement (1.5" to 2"), turbine (3" to 6"), and ultrasonic (5/8" to 12"). Transmitters must pass eight-week field testing; composite lids must fit standard pit configurations (9-inch, 11-inch, and 20-inch diameters) and support three read modes (AMI, AMR, manual touch read). Meters require lifetime manufacturer-backed warranties of not less than ten years from acceptance, with acceptance criteria demanding fewer than three percent of randomly sampled units (10 percent per shipment) to fail accuracy requirements (98.5–101.5 percent across flow rates).

Materials will be evaluated on a rolling basis against qualification checklists and approved vendors and products posted publicly at wsscwater.com/AMI-Materials-RFQu with periodic updates. The Mid-Atlantic Purchasing Team intergovernmental and cooperative purchasing clause permits eligible government entities and their authorized vendors to access approved materials through this qualification. Questions are due October 9, 2026 at 2:00 pm. No contract value, pricing, or incumbent contractor is specified.
