About this file

This is an Addendum #1 Revision to a Request for Qualification (RFQ) issued by the Washington Suburban Sanitary Commission (WSSC Water) for Advanced Metering Infrastructure (AMI) materials, including meters, transmitters, composite lids, and associated metering accessories. WSSC Water is accepting submissions on a rolling basis via its eProcurement Portal at https://procurement.opengov.com/portal/wsscwater, with responses due by 2:00 pm on Friday, December 11, 2026. The solicitation pertains to materials for WSSC Water's future-state AMI reading environment. Only manufacturers—not distributors—are permitted to submit materials. Vendors must complete the Material Qualification Checklist (Exhibit A) and submit it via email to AMI_Materials_RFQu@wsscwater.com; upon WSSC Water's confirmation of worksheet completeness, vendors may then deliver physical material samples to WSSC Water's Meter Shop located at 4102 Lloyd Street, Building 6, Hyattsville, Maryland 20781. The submission period opened on September 23, 2026, with a question submission deadline of October 9, 2026 at 2:00 pm. No site visits, bidders' conferences, or specific award dates are mentioned. Materials will be evaluated against qualification checklists on a rolling basis, with approved vendors and products posted periodically on the WSSC Water website at wsscwater.com/AMI-Materials-RFQu.

WSSC Water is not accepting add-on sensors or evaluating meter-transmitter compatibility or software components as part of this qualification. Vendors must provide comprehensive technical documentation for each material type, including certification marks and verification that products comply with AWWA standards C-700, C-710, C-701, C-703, C-715-18 (R22), and C-750-19 (R23), as well as NSF/ANSI Standards 61 and 372. Meters must include lifetime manufacturer-backed warranties of not less than ten years from acceptance, and transmitters must undergo eight-week field testing. No contract value, pricing, or incumbent contractor information is specified in this solicitation. The Mid-Atlantic Purchasing Team intergovernmental and cooperative purchasing clause permits eligible government entities and their authorized vendors to access approved materials through this qualification.

AMI_Materials_RFQu@wsscwater.com. WSSC Water will review and confirm form completeness, and for meters, confirm eligibility against attached Meter Specifications. Only upon confirmation from WSSC Water, the vendor may deliver the associated physical material sample(s) to WSSC Water's Meter Shop. Meter deliveries must follow the delivery requirements listed in Exhibit A.

Completing Exhibit A - Material Qualification Worksheet:

Complete and submit worksheets based on your type of product delivery. Fill the fields highlighted in yellow for each material model submitted. Manufacturer name and model names must be present on the material submittal sheet. Distributors are not permitted to submit products to this Request for Qualification.

Worksheet-specific instructions are below:

1 - Required Meter Submittals

• WSSC Water's desired meter inventory is organized by meter type and size

• Enter model name/ number in row 4, under the matching meter type and size for that model

• Provide responses to all qualification items

1. Return slip (yes/no) - identify whether a paid return slip has been included for this sample to returned to the

Vendor after evaluation. A pre-paid return slip is required for any samples a Vendor wants returned. Note that any returned samples will be in used condition.
