Material Qualification Checklist Summary
This Material Qualification Checklist is a detailed evaluation tool developed by the Washington Suburban Sanitary Commission (WSSC Water) in Maryland for assessing Advanced Metering Infrastructure (AMI) components submitted by manufacturers. The checklist covers four primary product categories: water meters (positive displacement, turbine, and ultrasonic types in sizes ranging from 5/8" to 12"), transmitters for automated meter reading, composite meter pit lids, and associated meter accessories. Manufacturers must submit complete documentation and physical samples by December 11, 2026, at 2:00 pm via WSSC's eProcurement Portal, with materials delivered to the Meter Shop located at 4102 Lloyd Street, Building 6, Hyattsville, Maryland. The qualification process operates on a rolling basis, with evaluated materials and approved vendors posted publicly on wsscwater.com/AMI-Materials-RFQu. Submittals require manufacturer-provided return slips, detailed specifications on advanced metering capabilities, battery life expectations, weatherproofing standards, and climate requirements, followed by eight-week field testing periods for transmitters and composite lids to verify performance, durability, and compatibility with WSSC Water's existing infrastructure.
The checklist establishes rigorous technical and packaging requirements to ensure product quality and operational standardization. Meters must comply with AWWA standards C-700, C-710, C-701, C-703, C-715-18, and C-750-19, along with NSF/ANSI Standards 61 and 372, with manufacturers providing certificates of test accuracy and lifetime warranties of not less than ten years from acceptance. Acceptance criteria mandate that fewer than three percent of randomly sampled units from each shipment (10 percent sample size) fail accuracy requirements of 98.5 to 101.5 percent across flow rates. Delivery packaging requirements are highly specific, including individual cartons on 42" x 42" pallets stacked no higher than 40 inches, with detailed labeling requirements on all four pallet sides, serial number organization, and weight specifications for large meters. Composite lids must fit standard WSSC Water circular meter pits at 9-inch, 12-inch, or 21-inch diameters and support three read modes: Advanced Metering Infrastructure (AMI), Automated Meter Reading (AMR), and manual touch read. No contract value or pricing information is specified in this qualification; evaluation is based solely on technical compliance with the detailed checklists provided.

| 2 | A certificate of test accuracy shall be supplied with each delivered meter which attests that the meter registers at or within the accuracy parameters stated per meter type and size attached. | ||
| 3 | The test tags shall be affixed to each meter and shall state the meter test results (showing that the meter is accurate at minimum, intermediate, and maximum flows), the date of manufacture, the test bench where it was tested, and the date of the test. | ||
| 4 | A summary file detailing meter serial numbers, test results, date of purchase, contract number and purchase order number in a Microsoft excel format shall be supplied to the Contract Manager via email. | ||
| 6 | Cartons will be stretch wrapped on 42" x 42" four-way entry perimeter base pallets, stacked no more than 40” high (including the height of the pallet). | ||
| 7 | Crates for 6” through 12” meters shall not exceed 40 inches in height and shall be suitable for forklift handling. | ||
| 8 | Pallets will be stretch wrapped and shall be marked on all four sides with manufacturer's name, meter size, WSSC stock number, delivery release number, serial number range of meters on pallet, and number of meters with one half inch size lettering or larger except for the WSSC stock number which shall be in one inch size lettering or larger. | ||
| 9 | Only one size meter per pallet will be accepted. | ||
| 10 | Cartons shall be stacked on pallets in serial number order with the lowest number on top and the highest on the bottom. Cartons on the outer sides of the stacks shall be stacked with the labels facing outward so they can be read without unstacking the cartons. | ||
