About this opportunity

The Washington Suburban Sanitary Commission, Maryland is soliciting sealed proposals for progressive design-build services on the Potomac WFP Water Quality/PFAS Pilot Project, with responses due December 1, 2026 at 2:00 p.m., and a non-mandatory pre-bid meeting and site visit on October 21, 2026 at 10:00 a.m. WSSC has established a 37% Minority Business Enterprise/Small Local Business Enterprise (MBE/SLBE) subcontracting goal.

The scope comprises design, construction, and operation of a PFAS pilot plant at the Potomac Water Filtration Plant, located at 12200 River Road, Potomac, Maryland. Minimum qualifications require the Engineer of Record and Prime Contractor to have completed two collaborative delivery projects, with at least one completed after January 2020, and the offeror must have completed at least one pilot project at a water or wastewater treatment facility.

The Preliminary Stage budget is approximately $285,000 for combined hazmat/geotech, additional engineering services, equipment coordination, and specialty process equipment acquisition. All contractors must maintain comprehensive insurance: $10,000,000 umbrella liability, $5,000,000 Errors and Omissions coverage, and Workers Compensation per statutory requirements.

Evaluation uses a competitive sealed proposals format weighted as follows: Project Approach (30%), Key Project Team Members Experience (30%), Technical Experience (20%), Progressive Design-Build Team Experience (15%), and Pricing (5%). Vendor discussions are anticipated for January 5–6, 2027. WSSC reserves the right to shortlist offerors, conduct discussions, request Best and Final Offers, and make award determinations with or without further negotiations. Questions are due October 26, 2026 at 12:00 p.m. Contract execution requires submission of acceptable insurance certificates and bonds within ten days of Notice of Award.
