About this file
This Material Qualification Checklist is a technical evaluation document prepared by the Washington Suburban Sanitary Commission (WSSC Water) in Maryland for a Request for Qualification of Advanced Metering Infrastructure (AMI) materials. The document outlines comprehensive submittal and evaluation requirements for four categories of materials: water meters (available in positive displacement, ultrasonic, turbine, and fire service types ranging from 5/8" to 12"), transmitters (AMI/AMR compatible devices for meter reading), composite lids for meter pits in 9-inch, 11-inch, and 20-inch diameter configurations, and associated accessories. Qualifications are being accepted on a rolling basis through WSSC's eProcurement Portal with a deadline of 2:00 pm on Friday, December 11, 2026. Responses will be evaluated against detailed checklists that assess technical specifications, field performance, and compliance with industry standards such as AWWA requirements. Materials approval will occur on a rolling basis with approved vendors and materials posted publicly on the WSSC Water website at wsscwater.com/AMI-Materials-RFQu.
The checklist establishes specific technical requirements for meter accuracy verification, battery life expectations, weatherproofing standards, and compatibility with existing WSSC infrastructure. For meter accessories, submissions must include gaskets (200 per bag for meters 5/8" through 1"), pit pads meeting defined dimensional and material specifications, wall pads for interior meters, and bolts/nuts/washers compliant with AWWA C-700 standards. Delivery and packaging requirements are stringent, requiring individual cartons with certificates of test accuracy, test tags documenting results and manufacturing dates, Microsoft Excel summary files with serial numbers and test data, and specific pallet labeling and stacking configurations. Transmitters must undergo eight-week field testing to verify successful installation and material durability under drop tests, while composite lids must demonstrate proper fit, secure closure, flush ground installation, and compatibility with three meter reading modes (AMI, AMR, and manual touch read). The document includes threaded comments indicating ongoing clarification discussions regarding transmitter accessories and composite lid delivery specifications.

| 2 | A certificate of test accuracy shall be supplied with each delivered meter which attests that the meter registers at or within the accuracy parameters stated per meter type and size attached. | ||
| 3 | The test tags shall be affixed to each meter and shall state the meter test results (showing that the meter is accurate at minimum, intermediate, and maximum flows), the date of manufacture, the test bench where it was tested, and the date of the test. | ||
| 4 | A summary file detailing meter serial numbers, test results, date of purchase, contract number and purchase order number in a Microsoft excel format shall be supplied to the Contract Manager via email. | ||
| 6 | Cartons will be stretch wrapped on 42" x 42" four-way entry perimeter base pallets, stacked no more than 40” high (including the height of the pallet). | ||
| 7 | Crates for 6” through 12” meters shall not exceed 40 inches in height and shall be suitable for forklift handling. | ||
| 8 | Pallets will be stretch wrapped and shall be marked on all four sides with manufacturer's name, meter size, WSSC stock number, delivery release number, serial number range of meters on pallet, and number of meters with one half inch size lettering or larger except for the WSSC stock number which shall be in one inch size lettering or larger. | ||
| 9 | Only one size meter per pallet will be accepted. | ||
| 10 | Cartons shall be stacked on pallets in serial number order with the lowest number on top and the highest on the bottom. Cartons on the outer sides of the stacks shall be stacked with the labels facing outward so they can be read without unstacking the cartons. | ||
| 11 | Cartons shall be labeled with the carton number, e.g., 1 of 50, 2 of 50, etc., the WSSC stock number, delivery release number, the manufacturer’s part number, manufacturer’s description, and serial number range within carton. | ||
