About this file

This is a meter specifications document prepared by the Washington Suburban Sanitary Commission (WSSC Water) for a Request for Qualification concerning Advanced Metering Infrastructure (AMI) materials. WSSC Water is soliciting materials submittals for meters, transmitters, lids, and other metering components to support a future-state AMI reading environment on a rolling basis through the WSSC eProcurement Portal at https://procurement.opengov.com/portal/wsscwater, with responses due prior to 2:00 pm on Friday, December 11, 2026. The specification addresses four primary meter types: small positive displacement meters (5/8" to 1"), large positive displacement meters (1.5" to 2"), turbine meters (3" to 6"), and ultrasonic meters (5/8" to 12"). Materials will be evaluated against provided checklists on a rolling basis, with vendors notified of results and an approved materials list posted publicly on wsscwater.com/AMI-Materials-RFQu with periodic updates.

The specifications require that all meters comply with American Water Works Association (AWWA) standards including C-700, C-710, C-701, C-703, C-715-18 (R22), and C-750-19 (R23), as well as NSF/ANSI certifications including Standard 61 and 372 with verification documentation and NSF certification marks on all meters. All manufacturers must submit affidavits of compliance and provide meters with lifetime manufacturer-backed warranties. Meters must include encoder register units with specific wire gauges and lengths depending on size, detailed packaging requirements on 42" x 42" four-way pallets marked with specific information, and required accessories such as gaskets, bolts, nuts, and washers. Testing and inspection will occur at WSSC's discretion, with 10 percent random sampling from each shipment and acceptance criteria requiring that fewer than three percent of tested meters fail accuracy requirements, which must range from 98.5 to 101.5 percent across minimum, intermediate, and maximum flow rates. Warranties extend for not less than ten years from acceptance date, with specific AWWA accuracy standards required through year five or specified gallonage thresholds depending on meter size, and contract termination grounds if 10 percent or more of supplied meters fail following installation.
