About this file

This is a Request for Qualification document issued by the Washington Suburban Sanitary Commission (WSSC Water) in Maryland for Advanced Metering Infrastructure (AMI) materials. WSSC Water is soliciting materials submissions for meters, transmitters, lids, and other metering components to support a future-state AMI reading environment. The solicitation explicitly excludes add-on sensors and does not include testing of meter and transmitter compatibility or software components. Submissions are being accepted on a rolling basis via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater with a final deadline of 2:00 pm on Friday, December 11, 2026. The project timeline began with a release date of September 23, 2026, with a question submission deadline of October 9, 2026 at 2:00 pm. Vendors must submit completed Material Qualification Checklists via email to AMI_Materials_RFQu@wsscwater.com for each proposed material. Upon confirmation of worksheet completeness, physical samples must be delivered to WSSC Water's Meter Shop at 4102 Lloyd Street, Building 6, Hyattsville, MD 20781, no later than December 11, 2026.

Materials will be evaluated on a rolling basis against qualification checklists addressing specific technical requirements including return slip provisions, AMI/AMR read mode compatibility, register resolution, battery life expectations, climate requirements, and weatherproofing specifications. Only manufacturers—not distributors—are permitted to submit products. Vendors may request return of samples by providing pre-paid return shipping labels, though returned samples will be in used condition. The solicitation notes that only vendors with confirmed worksheet acceptance from WSSC Water are authorized to deliver physical samples. Approved products meeting qualification requirements will be posted publicly on WSSC Water's website at wsscwater.com/AMI-Materials-RFQu with periodic updates. No pricing information, set-asides, incumbent contractors, or contract award amounts are specified in this qualification document.

AMI_Materials_RFQu@wsscwater.com. WSSC Water will review and confirm form completeness, and for meters, confirm eligibility against attached Meter Specifications. Only upon confirmation from WSSC Water, the vendor may deliver the associated physical material sample(s) to WSSC Water's Meter Shop. Meter deliveries must follow the delivery requirements listed in Exhibit A.

Completing Exhibit A - Material Qualification Worksheet:

Complete and submit worksheets based on your type of product delivery. Fill the fields highlighted in yellow for each material model submitted. Manufacturer name and model names must be present on the material submittal sheet. Distributors are not permitted to submit products to this Request for Qualification.

Worksheet-specific instructions are below:

1 - Required Meter Submittals

• WSSC Water's desired meter inventory is organized by meter type and size

• Enter model name/ number in row 4, under the matching meter type and size for that model

• Provide responses to all qualification items

1. Return slip (yes/no) - identify whether a paid return slip has been included for this sample to returned to the

Vendor after evaluation. A pre-paid return slip is required for any samples a Vendor wants returned. Note that any returned samples will be in used condition.

2. AMI/AMR Read mode - identify whether the meter is compatible with AMI solution, AMR solution, or both via programmability

3. Register resolution - provide meter read resolution units, number of digits shown for visual read, precision of visual and transmittable reads

4. Expected battery life for digital meters - time to register battery failure if connecting with an AMI transmitter for 15-minute, hourly, and daily read transmissions

5. Climate requirements - provide requirements for installation environment, including temperature exposure limits

6. Weatherproofing - provide details of proposed material's waterproofing ratings, corrosion resistance, ultraviolet degradation resistance, and other protections against the wear of outdoor environments
