About this opportunity

The Orange County Transportation Authority is requesting proposals for 91 Express Lanes marketing print services under RFP 250456, with proposals due October 1, 2026. The contract budget is $460,000 over a three-year term.

The scope requires development and production of comprehensive print marketing materials — including brochures, posters, advertisements, signage, and promotional collateral — designed to promote awareness and utilization of the 91 Express Lanes facility across Orange County. All materials must align with OCTA branding standards, meet accessibility requirements including ADA compliance, and adhere to specified quality standards and delivery timelines. The consultant must possess expertise in transportation marketing and print production management, with the ability to coordinate across multiple stakeholders. OCTA may consider incumbent vendor experience and demonstrated performance history as part of the evaluation.

Compensation is structured as fixed-price over the three-year performance period, with payment made on a time-and-expense basis at fixed hourly labor rates specified in the Price Summary Sheet. Monthly invoices must be accompanied by progress reports. The contractor must designate key personnel whose changes require prior written approval from the Authority.

Insurance requirements include Commercial General Liability ($1 million per occurrence), Automobile Liability ($1 million combined single limit), Workers' Compensation with Waiver of Subrogation, and Employers' Liability ($1 million per accident). The contractor must comply with OCTA Health, Safety, and Environmental Compliance specifications, assume full responsibility for hazard identification and control measures, and provide immediate notification of incidents, injuries, and regulatory inspections to the Authority's Project Manager. OCTA reserves the right to suspend work or terminate the contract for safety violations or non-compliance with HSEC requirements, as well as to terminate for convenience or cause with thirty days' notice.
