About this file
This is a Level 1 Health, Safety and Environmental Specifications exhibit for RFP 250456 issued by the Orange County Transportation Authority (OCTA) for 91 Express Lanes marketing print services. The specification document establishes mandatory health, safety, and environmental compliance requirements that apply to all contractors, subcontractors, suppliers, and employees performing work under this contract. The contractor must comply with all OCTA Health, Safety, and Environmental Compliance (HSEC) requirements, project site-specific requirements, and applicable bus yard and rail safety rules. The Authority reserves the right to suspend work, remove personnel from the site, or terminate the contract for repeated unsafe acts, serious safety violations, non-compliance with HSEC requirements, or disregard for safety specifications. The contractor assumes full responsibility for identifying hazards, implementing appropriate control measures, and ensuring that all work is planned and executed safely throughout the contract duration.
Contractors must develop, implement, and maintain all federally, state, and locally required health, safety, and environmental regulatory programs applicable to their work activities. The contractor is required to provide immediate notification to the Authority's designated representative of any incident, including property damage, recordable injuries or illnesses as defined by Cal/OSHA, first aid cases, near-miss incidents, environmental incidents such as spills or releases, and any inspections by outside agencies including Cal/OSHA, DTSC, SCAQMD, and EPA. Verbal notification must be followed by a written preliminary incident report submitted to the Authority's Project Manager within twenty-four hours. Serious injuries, serious incidents, Cal/OSHA recordable injuries or illnesses, or significant near-miss events may require formal incident investigation and review at the Authority's direction.
