About this file

This Scope of Work document is prepared by the Orange County Transportation Authority (OCTA) for the procurement of 91 Express Lanes marketing print services. The Authority seeks qualified consultants to develop and deliver comprehensive marketing materials designed to promote the 91 Express Lanes service to the public. The project encompasses a three-year contract term with a total budget allocation of $460,000. The scope requires the consultant to create, design, and produce various print materials including brochures, posters, advertisements, signage, and promotional collateral that align with OCTA's branding standards and marketing objectives. The consultant must ensure all materials meet specified quality standards, delivery timelines, and distribution requirements across designated marketing channels and geographic areas within Orange County.

The contract is structured as a fixed-price engagement with compensation distributed across the three-year performance period. Specific pricing terms, payment schedules, and invoice procedures are established within the full contract documentation. OCTA may consider incumbent vendor experience and demonstrated performance history in evaluation criteria. The consultant must possess expertise in transportation marketing, print production management, and the ability to coordinate with multiple stakeholders. All materials must comply with applicable accessibility standards, including ADA requirements for print communications. The funding for this initiative is provided through OCTA's operating budget and toll revenue sources dedicated to Express Lanes marketing and public outreach activities.

EXHIBIT A

SCOPE OF WORK

91 Express Lanes Marketing Print Services

BACKGROUND

The 91 Express Lanes was born from the need for congestion relief on State Route 91 (SR-91) when no public funds were available to solve this critical transportation problem. Built by the California Private Transportation Company (CPTC), the 91 Express Lanes embodied a unique concept: The private sector would take the risk, and the state would get congestion relief at no cost to taxpayers.

Built at a cost of $135 million, the Orange County section of the project was authorized as a toll road by the State of California in 1989 and opened in 1995. An agreement with the State of California Department of Transportation (Caltrans) included a non-compete provision that created a 1.5-mile protection zone along each side of SR-91. This zone prohibited improvements along the corridor and created mobility problems as the region and corresponding transportation demands grew.

To mitigate growing concerns over congestion, the Orange County Transportation Authority (OCTA) acquired the 91 Express Lanes franchise rights in January 2003. This eliminated the non-compete provision, clearing the way for future enhancements that will increase capacity and improve traffic flow along the SR-91 corridor.

In 2008, the Riverside County Transportation Commission (RCTC) received authority to extend the Express Lanes to Interstate 15 (1-15). Traffic congestion on eastbound SR-91 between the cities of Anaheim and Corona is routinely among the worst five (5) areas in the nation. At a cost of $1.4 billion, the RCTC 91 Corridor Improvement Project added regular lanes, tolled express lanes, auxiliary lanes and direct express lane connectors from the northbound 1-15 to the westbound SR-91 and from the eastbound SR-91 to the southbound 1-15. Improvements to interchanges, ramps and surface streets were also made along the 91 corridor.

The Riverside section of the 91 Express Lanes opened in 2017, providing customers with eight (8) additional miles of travel time certainty.

OBJECTIVE

OCTA reaches out to Orange County residents, as well as current customers with various printed collateral materials throughout the year to provide information and updates about the 91 Express Lanes. OCTA's Marketing Department is responsible for creating these communications and requires the assistance of an outside printing firm to print, stitch, package, and deliver the various marketing collateral materials.

The awarded Contractor shall work directly with OCTA's Marketing Department and shall be responsible for all services, either by having internal capabilities or by subcontracting for individual services. Contractor shall be responsible for assuring all services performed by subcontractor are performed thoroughly, accurately and in a timely manner.

SCOPE OF SERVICES

OCTA maintains an in-house printing facility that can accommodate most one (1) to two (2) color print pieces, as well as simple four (4)-color printed pieces. Occasionally the in-house printer cannot accommodate the workload or print requirements required, and these jobs need to be sent to an outside printer. Contractor shall provide printing services for jobs not accommodated by the OCTA in-house printing facility.

Currently OCTA produces a variety of printed materials ranging in color from one (1) to four

(4) colors, and in quantities ranging from five hundred (500) to fifty thousand (50,000). The types of printed materials can range from corporate annual reports to sixteen (16)-page brochures, to slim-jim style brochures.

In addition to fulfillment of printed materials, Contractor shall be required to supply OCTA's in-house printing facility with film negatives for printing projects. All print projects shall require a formal estimate for approval, digital color proofs, and on occasion, OCTA staff may attend a press check. All print jobs shall require multiple delivery locations, as well as samples to the project manager prior to job delivery.

All print projects shall be provided to Contractor as digital mechanicals for use in final printing. OCTA uses both the Apple Macintosh platform and the Adobe Suite CS5 program to produce all materials and these materials shall be supplied as either high-resolution PDF files or as native lnDesign, Illustrator or Photoshop files. All file transfers are electronically via OCTA's file transfer protocol (FTP) site. Contractor shall be Mac-compatible, have electronic prepress capabilities, and the ability to produce both blueline and color proofs.

Due to internal resource limitations, Contractor shall also be required to provide mail house and data entry/tabulation services.

Contractor shall have digital printing capability for short print runs, high end printing for annual reports, mail house capabilities, and the ability to create film. Contractor shall have the ability to subcontract projects if digital short run capabilities or film processing capabilities are not in place.

Minimum Requirements

• One (1) to six (6)-color lithographic printing

• Standard turnaround on print jobs shall be fifteen (15) working days; maximum turn on any one (1) project would be no more than twenty (20) business days from receipt of digital mechanical to delivery.

• Ability to manage multiple print projects at the same time (could be between three [3] to seven [7] unique print jobs) in the maximum turn time of ten (10) business days.

• Ability to provide mail house services such as distribution of mailed direct mail print pieces, receipt and fulfillment of direct mail offers.

• Ability to produce, deliver or accept files from the following software:

- Adobe Creative Suite 5 (including Photoshop, Illustrator, lnDesign)

- High resolution PDF

- Microsoft Office (Word, Excel and/ or PowerPoint)

- Ability for FTP electronic file transfer
