About this opportunity
The City of Santa Monica Department of Transportation is requesting proposals for design, integration, replacement, training, maintenance, and warranty services for an Onboard Bus Video Surveillance System (OBVSS) covering its fixed-route transit fleet, with proposals due September 11, 2026 at 3:00 PM and questions due August 21, 2026.
The scope encompasses onboard recording and storage hardware, IP cameras (interior and exterior with integrated infrared and microphone capability), video management system software deployable on premises or cloud-hosted, wireless and cellular communications infrastructure, integration with existing multiplex control systems and passenger displays, and cybersecurity measures compliant with CJIS standards and U.S. data residency requirements. Vendors must conduct pilot installations on at least one standard 40-foot bus and one 60-foot articulated bus before fleet-wide deployment. The existing fleet comprises approximately 173 buses: 66 with analog systems and 107 with existing IP systems. Vendors must provide separate pricing for two deployment alternatives—full camera replacement or hybrid utilization of serviceable existing IP cameras supplemented with advanced 360 or fisheye interior cameras—and for two VMS hosting options (on-premises or cloud-hosted). Spare parts at 10–15% of deployed quantities are required; extended warranty pricing for years two through six is optional. All installation labor, removal of existing equipment, restoration to original condition, 30-day operational acceptance testing, comprehensive as-built documentation, and in-person training at SMDOT's maintenance facility are vendor responsibilities. The minimum warranty period is one year on all hardware and software, with optional extension to six years at City discretion. System support includes technical support, software patches, firmware updates, and security updates at no additional cost during warranty.
The contract term is one year firm with four one-year renewal options exercisable at the City's sole discretion. Vendors must address integration with the City's existing technology ecosystem (Tyler Munis, ServiceNow, Laserfiche, DocuSign, ESRI GIS, SharePoint, and Tableau) and demonstrate compliance with ISO 27001/2, NIST 800-53, and CIS controls standards. Vendors proposing cloud services must complete the City's Vendor Information Security Assessment (VISA) Questionnaire and provide SOC Type 2 audit reports or third-party cybersecurity assessment reports. The City reserves the right to reject all proposals, award to multiple vendors, request best and final offers, and waive minor irregularities. All proposals become public record subject to California Public Records Act exceptions for trade secrets and confidential information clearly marked by proposers.
