About this file

This is a Technology/Architecture Questionnaire document issued by the City of Santa Monica, California for evaluation of vendor proposals related to an Onboard Bus Video Surveillance System (OBVSS) for the Department of Transportation. The questionnaire is structured to assess vendor capabilities across eight critical review areas: Architecture Review, Technology Review, User Experience, Integrations Review, Configuration and Customizations, User and Access Management Review, Maintenance and Support, and Reporting and Business Analytics. Vendors are required to address application components, module relationships, interaction diagrams, and conceptual architecture including cloud-to-on-premise connections. The document requests detailed information on programming languages, database environments (multi-tenant versus single-tenant), cloud providers and server locations, code promotion procedures, and proposed system environments. Vendors must also provide comprehensive documentation on all URLs, desktop applications, user personas, and front-end technologies that will be part of the proposed solution.

The questionnaire emphasizes integration capabilities with the City's existing ecosystem, including Tyler Munis, ServiceNow, Laserfiche, DocuSign, ESRI GIS, and SharePoint, along with data migration strategies and API specifications. Vendors must detail customization and configuration handling, authentication and authorization options (including Okta and Active Directory integration), and support models including SLAs, escalation procedures, and training availability. Additionally, vendors are expected to provide information on system upgrade frequency and compatibility, user and access management capabilities with granular control options (row-level and field-level), business continuity and disaster recovery planning, and reporting capabilities including integration with the City's Tableau dashboarding system. The questionnaire also requests a three-year product roadmap and descriptions of operational reporting, KPI creation processes, and enhancement request procedures.
