About this file

This Request for Proposals is issued by the City of Santa Monica Department of Transportation (SaMoDOT) for the design, integration, replacement, and training of an Onboard Bus Video Surveillance System (OBVSS) for the Big Blue Bus fleet. The procurement seeks a turnkey solution that includes onboard recording hardware, IP cameras, communications equipment, centralized video management software, installation services, training, warranty, and ongoing technical support. The fleet consists of 173 transit buses operating 17 fixed routes across 58 square miles, comprising approximately 66 buses with existing analog systems and 107 buses with existing IP systems. The deadline for questions was August 21, 2026, with responses due August 26, 2026. Proposals must be submitted by September 11, 2026, at 3:00 PM. The contract term is one year firm, with four one-year renewal options exercisable at the City's sole discretion. Vendors must complete a pilot installation on at least one standard 40-foot bus and one 60-foot articulated bus prior to fleet-wide deployment, with no single vehicle out of service for more than one service day without written City approval.

The cost proposal must include all implementation costs, recurring maintenance and support costs, warranty services for a minimum of one year following project completion, and optional extended warranty pricing for years two through six. Pricing must clearly delineate one-time hardware and installation costs from recurring cellular service, data plan, and cloud connectivity costs. The RFP specifies two hosting alternatives requiring separate pricing: utilization of the City's existing on-premises server environment and a proposer-provided cloud-hosted VMS solution. Additionally, proposers must provide separate pricing for two camera deployment alternatives: full replacement of all onboard cameras and a hybrid option utilizing existing serviceable IP cameras with supplemental advanced cameras. Spare parts pricing is required at a ratio of 10-15% of deployed quantities, with optional spare parts priced separately. The City reserves broad procurement rights, including the ability to reject all proposals, award to multiple proposers for different services, request best and final offers, and waive minor irregularities. All proposals become public record subject to California Public Records Act provisions, except elements clearly marked as trade secrets or confidential information.
