About this file

This is a Proposer RFP Checklist document associated with the City of Santa Monica Department of Transportation's Request for Proposals for an Onboard Bus Video Surveillance System in California. The checklist serves as a procedural guide for prospective vendors submitting proposals and outlines critical steps to ensure compliance with submission requirements. Key procedural requirements include attending the pre-proposal conference if offered, submitting questions during the designated question and answer period, reviewing all formal addenda posted on the City's OpenGov vendor portal, and following the specified format when preparing responses. Proposals must address all sections point-by-point in a clear and concise manner, as evaluation will be based solely on information provided in the submitted response. Proposers are required to submit signed acknowledgments for each addendum issued and must verify all submission dates and times listed on the RFP front page, as late proposals will not be accepted under any circumstances.

The checklist emphasizes the importance of thorough review and verification prior to submission. Prospective vendors must read the entire RFP document multiple times to ensure all mandatory requirements, supplies, services, contract requirements (including insurance, performance, and reporting obligations), and submittal deadlines are fully addressed. The document stresses checking the OpenGov vendor portal for any addenda issued before final submission and reiterating that timely submission is non-negotiable for proposal acceptance.

Take advantage of the “question and answer” period. Submit your questions by the due date. View all answers given in the formal addenda issued for the RFP. All addenda issued for an RFP are posted on the City’s online vendor portal: OpenGov and will include all questions asked and answered concerning the RFP.

Follow the format required in the RFP when preparing your response. Provide point-by-point response to all sections in a clear and concise manner. The proposals are evaluated based solely on the information and materials provided in your response.

Check the City’s online vendor portal: OpenGov for RFP addenda. Before submitting your response, check whether any addenda were issued for the RFP. If so, you must submit a signed acknowledgment for each addendum issued along with your response
