About this opportunity

The City of Tucson is requesting proposals for an automated traffic enforcement safety device system (ATESD) covering red light and speed enforcement, with proposals due October 22, 2026 at 2:00 p.m. Arizona time and a pre-submittal meeting scheduled for October 7, 2026 at 10:30 a.m. via Microsoft Teams. The contract is funded in part through federal assistance programs (ARPA, FTA, and HUD MWRD), triggering multiple federal compliance frameworks including prevailing wage, Buy America, DBE participation goals, Section 3 workforce requirements, and debarment/suspension certification.

The scope is a complete turnkey operation encompassing design, installation, implementation, and ongoing operation and maintenance. The system must include a minimum of five fixed intersection enforcement camera systems with expansion capability, portable speed photo radar units, and at least six mobile speed radar units. The contractor assumes all costs including hardware procurement, software development, installation, power service, permitting, citation processing, mailing, printing, process service, maintenance, and repairs. The City retains ownership of all images, metadata, citations, and derivative data; all data must reside in U.S.-based FedRAMP or StateRAMP certified facilities.

Performance requirements include 98 percent device-level availability per calendar month, 24-hour initial response to system malfunctions, and restoration to full operation within 72 hours, with service credits for missed targets. The contractor must comply with FBI CJIS Security Policy standards and integrate with the Tucson City Court case management system. Contract pricing follows a monthly operation fee structure with optional monthly rental or lease fees for installed equipment.

Additional compliance mandates include HUD Section 3 training and employment prioritization for low-income residents, prohibition of Huawei, ZTE, Hitera, Hikvision, and Dahua telecommunications equipment, and annual cost escalations capped at the lesser of Consumer Price Index or 3 percent. The responsible contract officer is Raquel Duarte, (520) 837-4469, raquel.duarte@tucsonaz.gov.
