About this opportunity
The University of Texas at Austin is soliciting proposals for a Construction Manager-at-Risk (CMAR) to oversee the Red & Charline McCombs Softball Stadium Renovation project (RFP-CMR1023053-260004) with a Construction Cost Limitation of $9,400,000. The project encompasses exterior aesthetic enhancements, ingress/egress improvements, press box renovation including reconfiguration and audiovisual/information technology upgrades, a new exterior scoreboard, a first-base line elevated plaza, right-field seating expansion with approximately 1,000 additional permanent aluminum bleacher seats, expanded restroom and concessions facilities, perimeter enclosure, entry plaza modifications, first-base side patio construction, and field maintenance area improvements. Respondents must demonstrate expertise in construction safety risk management, propose a qualified CMAR team composition, provide evidence of past performance on similar CMAR projects, demonstrate cost control and budgeting capability, exhibit schedule management proficiency, possess knowledge of current construction methodologies and technologies, demonstrate problem-solving ability, and offer warranty and service support programs. The project timeline includes a three-month pre-construction phase and a seven-month construction phase, with on-site construction scheduled for June through December 2027 and substantial completion targeted for December 2027. Proposals must be submitted through the Bonfire Hub portal (https://utexas.bonfirehub.com/opportunities/229021) by April 20, 2026, at 2:30 PM Central Time; a pre-submittal conference is scheduled for April 7, 2026, at 10:00 AM, the question period closes on April 8, 2026, at 12:00 PM Central Time, and public opening of proposals will occur on April 20, 2026, at 3:45 PM via Microsoft Teams. Respondents must include pricing information with both a not-to-exceed pre-construction phase fee and a construction phase fee percentage, along with nine separate submission packages including proposal, safety criteria, execution of offer, electronic HUB Subcontracting Plan, general questionnaire, financial statements, addenda acknowledgement, surety bond, and Certificate of Interested Parties (Texas Ethics Commission Form 1295).
The procurement includes mandatory set-asides and restrictions requiring all respondents to submit a Veteran Heroes United in Business (VetHUB) Subcontracting Plan identifying subcontracting opportunities and demonstrating good faith efforts to achieve service-disabled veteran-owned business participation, with the plan constituting a material requirement for bid responsiveness; prime contractors must notify a minimum of three certified VetHUB vendors and two trade organizations of opportunities, allowing at least seven working days for responses. Historically Underutilized Business (HUB) compliance is required, with contractors obligated to provide monthly Progress Assessment Reports detailing expenditures to all subcontractor tiers. The project mandates prevailing wage compliance for Travis County workers under a wage determination schedule establishing minimum rates ranging from $15.00 per hour for laborers to $39.71 per hour for specialized trades such as elevator mechanics. The selected CMAR will be required to provide a 5% security bond of the negotiated Guaranteed Maximum Price (not to exceed $470,000 based on the $9,400,000 Construction Cost Limitation) and, upon GMP acceptance, performance and payment bonds equal to the full GMP amount. Enrollment in the University's Rolling Owner Controlled Insurance Program (ROCIP) is mandatory prior to commencing work, with the Owner providing workers' compensation, commercial general liability ($2,000,000 each occurrence/$5,000,000 aggregate), and builder's risk insurance. While no incumbent contractor is identified, the selected CMAR must integrate with existing UT Austin Design and Construction Standards, comply with Building Information Modeling (BIM) processes where designated, and incorporate integration with existing campus infrastructure and utilities. The award value will be negotiated during the proposal evaluation and GMP development process, with the final contract not to exceed the $9,400,000 Construction Cost Limitation, which includes general conditions costs, cost of work, CMAR construction phase fee, construction contingency (limited to 3% of the CCL or 2% if Design-Assist Subcontractors represent 50% or more of the CCL), and owner contingencies.
