About this file
This is a Technical Specification document for commissioning requirements established by The University of Texas at Austin for the Red & Charline McCombs Softball Stadium Renovation project, a Construction Manager-at-Risk engagement with a Construction Cost Limitation of $9,400,000. The specification (Section 01 91 00) outlines the commissioning process requirements for all renovation and new construction activities on UT Austin campuses, requiring that a Commissioning Agent (CxA) be designated by the Owner during the pre-design phase to guide the commissioning process throughout design, construction, and facilities maintenance stages. The scope of commissioning applies to new equipment and, for renovation projects exceeding 10,000 square feet or including air handling units with cooling capacity greater than 40 tons, existing equipment within the project area and equipment outside the scope but impacted by the project. Systems subject to commissioning include HVAC, Building Automation Systems, lighting, power distribution, plumbing, water systems, compressed air delivery, energy and water metering, building envelope integrity, and laboratory equipment. The specification requires preparation of multiple commissioning plans during pre-design, interim construction, and final construction phases; completion of pre-functional checklists and functional performance tests; integrated systems testing; and entire facility integrated testing for new construction, additions, or major renovations. Documentation requirements include an Issues Log, Systems Manual, Facility Operation Manual, and Final Commissioning Report, with commissioning activities to be completed before substantial completion.
The specification mandates that all commissioning tasks and documentation comply with industry standards including ASHRAE Guidelines 0, 0.2, 1.1 through 1.5, and Standards 90.1, 189.1, and 202, as well as Building Commissioning Association best practices. The General Contractor is responsible for including commissioning costs in the total contract price, coordinating all commissioning activities, and assigning a single commissioning representative. The Commissioning Agent reports directly to the Owner's Designated Representative and coordinates with a comprehensive team including the Owner, architect/engineer, mechanical contractor, electrical contractor, controls contractor, test and balance contractor, and equipment suppliers. Equipment training must be completed and documented before substantial completion, with training plans submitted 30 days in advance and coordinated by the General Contractor. The specification includes optional warranty phase commissioning tasks such as lessons-learned workshops, ongoing commissioning hand-off procedures, and a 10-month warranty period review to address outstanding issues. Web-based commissioning software compliant with COBie standards and featuring issue/deficiency tracking is required, along with Fault Detection and Diagnostics systems for new building construction. All testing equipment must meet specified accuracy tolerances with NIST-traceable calibration, and deferred or seasonal testing may extend beyond project completion with costs potentially retained from contractor payments until completion.
