NOTE: Proposer is cautioned to review and complete this section carefully as it differs from previous UT - Austin Construction Manager-at-Risk RFP pricing proposals.
Having carefully examined all of the requirements of the RFP, the proposed form of Agreement, and any attachments to them including the Owner’s Special Conditions and Division 01 Specification Sections, the undersigned proposes to furnish Construction Manager-At-Risk services as required for the Project on the following terms:
4.1 ESTABLISHMENT OF THE CONSTRUCTION COST LIMITATION: Owner has established a
Construction Cost Limitation (CCL) for the Project in the amount of nine million four hundred thousand ($9,400,000) dollars. This amount, as defined in the Agreement, shall include the General Conditions Costs, the Cost of the Work, the Construction Manager-at-Risk’s Construction Phase Fee, the Construction Manager-at-Risk’s Construction Contingency, the Owner’s Construction Contingency, and the Owner’s Special Cash Allowance(s), if any. The CCL does not include the Pre-Construction Phase Fee.
4.2 ESTABLISHMENT OF THE PRE-CONSTRUCTION PHASE DURATION AND PROJECTED CONSTRUCTION
PHASE DURATION:
4.2.1 For purposes of this RFP, Owner has determined that the Pre-Construction Phase Duration will be three (3) months. This phase will commence with issuance of a Notice to Proceed with Pre-Construction Phase Services and will continue through approval of the Guaranteed Maximum Price, buyout of all trade packages and completion of all construction documents. The Pre-Construction Phase is expected to overlap with the Construction Phase from the Notice to Proceed with Construction Phase Services until the completion of 100% Issued for Construction Documents (IFC).
4.2.2 For purposes of this RFP, Owner has established the Construction Phase Duration to be seven (7) months. The Construction Phase will commence upon issuance of a Notice to Proceed with Construction, following approval of the Guaranteed Maximum Price, until completion of all Work, including close-out documentation, resulting in issuance of the Final Payment.

NOTE: This projected construction duration is to be used by Proposer in determining their staffing of the Project during construction, as indicated below, and for determination of their Construction Phase Fee. The actual/contractual construction duration will be determined during development of the Project design and confirmed in the approval of the Guaranteed Maximum Price. The projected duration is provided so that all Proposers are addressing the same duration in their proposals.
4.3 PROPOSER’S STAFFING PLAN FOR PRE-CONSTRUCTION AND CONSTRUCTION PHASES
4.3.1 Proposer shall fill out the following form for each of the positions noted without alteration.

4.3.3 The actual number of positions required for the Construction Phase, the number of staff participants in any of the required positions, the appropriate utilization of such staff resources and the degree to which any positions may be utilized from an off-site location, but still be included under General Conditions, will all be determined in collaboration with the Owner during development of the project design and formalized in the approved Guaranteed Maximum Price proposal.
4.3.4 The following examples should apply in filling out this form for “utilization”:
100% would indicate full-time involvement throughout the noted duration 50% would indicate half-time throughout the noted duration OR full-time for half of the duration 25% would indicate one-quarter of the staff’s time throughout the duration OR one-half of the staff’s time for one-half of the duration OR full-time for one-quarter of the duration.
Other percentages may be used as appropriate based on that general approach Proposer’s reasoning for staff utilization across durations may be subject to clarification.
4.3.5 STAFFING PLAN CHART
Note: The following chart is to be filled out completely and without alteration to positions requested. Owner recognizes that Proposer may have multiple project managers, superintendents, or other duplicative positions on a project.
