About this opportunity

Gallup-McKinley County Schools (GMCS) is issuing an Invitation to Bid (ITB-2026-17JK) for re-bid paving services in the City of Gallup, New Mexico, with proposals due by February 5, 2026, at 2:00 p.m. MDT. The procurement seeks turnkey pavement sealing and paving services including base course installation, asphalt overlay application, minor elevation work, pavement milling, liquid pavement sealing, land clearing, and earth moving services across multiple municipal areas such as playgrounds, parking areas, storage areas, and roads. The scope of work consists of nine line items specifying quantities including 5,000 square yards of base course installation with 2-inch asphalt overlay, 2,000 square yards each of 1-inch and 2-inch overlays, 500 square yards of pavement milling, 5,000 square yards of liquid sealing, and mobilization costs for work areas outside Gallup's corporate limits. Qualified bidders must possess valid New Mexico Construction Industries Division (CID) licensing appropriate to the work type, maintain New Mexico public works registration, carry performance and payment bonds equal to 100 percent of contract value for projects exceeding $25,000, comply with prevailing wage requirements for projects over $60,000, and provide a minimum of three references demonstrating similar relevant experience completed within the last five years. All bids must be submitted through the GMCS Bonfire eBidding portal with pricing submitted directly in the provided price sheet excluding sales tax, and bidders must complete mandatory forms including the Transmittal Form, Acceptance and Disclosures Form, Exceptions Form, and Certification Regarding Lobbying.

The procurement is structured as an indefinite quantity, multi-term agreement with a combined maximum contract value not to exceed $12,500,000 over three years, with individual purchases capped at $4,000,000, and the initial contract term runs from the award date through June 30, 2026, with options for three additional one-year renewal periods. New Mexico Resident Preference and Resident Veterans Preference provisions apply, requiring valid Resident Preference Certificates issued by the New Mexico Taxation and Revenue Department to qualify for consideration; resident veteran businesses with prior year revenue of $3 million or less receive a 10% preference discount and are limited to ten consecutive years of preference eligibility per business and owner. Domestic preference requirements apply to projects funded operationally at $2,000 and above and to federally-funded projects triggering Davis-Bacon wage compliance at $25,000 and above. The contract incorporates 2019 New Mexico Department of Transportation Standard Specifications for Highway and Bridge Construction, and the successful contractor must provide a one-year written guarantee on workmanship and materials. Pricing shall exclude New Mexico Gross Receipts and Local Option Tax, which will be added separately on invoices, and mobilization is paid for distances of 10 miles or more outside Gallup Corporate City Limits based on one-way, one-time rates for assigned projects.
