About this file
This is a Resident Veteran's Preference Certification affidavit document issued by the State of New Mexico for use in the Re-bid Paving Services procurement. The document serves as a certification mechanism for contractors seeking to claim resident veteran's business preference status on this pavement sealing and paving project, which includes base, asphalt, minor elevation, land clearing, and earth moving services. Eligible vendors must complete the affidavit only if they currently possess a resident veteran's preference certificate and meet the qualifying criteria outlined in the solicitation.
To qualify for the resident veteran's preference, a business must have prior year revenue of $3 million or less in the preceding tax year to receive a 10% preference discount on this solicitation. Contractors claiming this preference must certify under penalty of perjury that their revenue meets this threshold and agree to submit annual reports to the State Purchasing Division of the General Services Department documenting any contract awards received based on this preference status. The preference period is limited to ten consecutive years per business and per individual owner, and a person may not benefit from this preference through more than one business concurrently. False or misleading statements on the certification constitute a crime, and material misrepresentations may result in denial of award or unaward of the procurement if proven incorrect.
