About this opportunity
Illinois Department of Transportation is requesting bids on updated freight and commodity flow data to support the federally required Illinois State Freight Plan under IFB B-54339, with bids due October 22, 2026. A 13% Business Enterprise Program (BEP) goal applies; bidders must submit a completed BEP Utilization Plan or the bid will be non-responsive.
The scope covers freight commodity flow data for all 102 Illinois counties across five transportation modes—truck, rail, air, water, and pipeline—with base year 2023 or more recent. Data must include origin and destination, commodity type (4-digit STCC and SCTG classifications), volume, value, and mode specifications at county level for Illinois; Bureau of Economic Analysis level for adjacent states; and state level for remaining states, Canadian provinces, and Mexican states. The contract requires freight flow forecasts for 2040 and 2055 with base case, low growth, and high growth scenarios and supporting macro-economic forecasts. All deliverables must be provided in Microsoft Access Database format or compatible alternative.
The initial dataset is due within 30 calendar days of contract execution, with three additional updated datasets at 24-month intervals. Contract term is six years from execution, with maximum total term not to exceed ten years. Subcontracting is permitted; subcontractors with annual values exceeding $100,000 must be disclosed with certifications provided. Vendors must maintain $1,000,000 general commercial liability per occurrence and workers' compensation insurance as required by law. All work product and data become sole and exclusive property of the State of Illinois.
Bids must remain firm for 180 days from opening. Questions are due seven days before the bid opening date, directed to Aaron Beard at aaron.beard@illinois.gov. A pre-submission conference may be held; if mandatory, failure to attend or sign the attendance sheet results in disqualification. The state will award to the lowest priced responsive and responsible bidder. An administrative fee of $15 will be deducted from the first check to any vendor awarded a contract of $1,000 or more. Domestic product preference applies unless U.S.-manufactured products exceed comparable foreign products by 12% or more in price or are substantially lower in quality.
