About this file

This is a Mandatory Requirements Table for a freight data and forecasting solicitation issued by the Illinois Department of Transportation (IDOT). The document outlines the specifications for commodity flow data that bidders must provide to meet contract requirements. The deliverable must include freight commodity flow data covering all 102 Illinois counties across multiple transportation modes: truck, rail, air, water, and pipeline. Data must be provided at the county level for Illinois using 4-digit STCC (Standard Transportation Commodity Code) and 4-digit SCTG (Standard Classifications of Transported Goods) classifications, with a base year of 2023 or more recent data if available. The solicitation requires data encompassing multiple freight modes including rail carload, rail intermodal, truckload, Less Than Load (LTL), private truck, inland water, air, and pipeline shipments. All modes must include tonnage volumes, units for rail and highway shipments, and value data across all modes. Geographic specifications extend beyond Illinois to include BEA (Bureau of Economic Analysis) level data for Illinois-adjacent states, state-level data for remaining states, and data for Canadian provinces and Mexican states.

The contract requires forecasted commodity flow data for years 2040 and 2055 based on the most recent base period, incorporating base case, low growth, and high growth scenarios with supporting macro-economic forecasts. All data must be delivered as a Microsoft Access Database or compatible format. The associated contract opportunity specifies a 13 percent Business Enterprise Program (BEP) goal for this re-bid solicitation, which will support IDOT's federally required Illinois State Freight Plan and enable expanded analysis across all nine IDOT districts for freight flow forecasting, corridor identification, district-specific needs assessment, performance measure refinement, and programming recommendations.
