Addendum 1 Response Summary
This addendum is a response to an offeror's question regarding the Illinois Department of Transportation's Re-Bid Freight Data and Forecasting IFB B-54339. The addendum clarifies that certifications issued by the Wisconsin Department of Transportation (WisDOT) and other states do not qualify for use in Illinois solicitations. Specifically, an offeror who held Disadvantaged Business Enterprise (DBE) certification through IDOT and WisDOT through 2025, as well as an active Women's Business Enterprise (WBE) certification in Wisconsin, cannot use these credentials to satisfy the Business Enterprise Program (BEP) requirement outlined in the Illinois solicitation. To meet the BEP credentials required by any State of Illinois solicitation posted in BidBuy, offerors must obtain the appropriate Illinois certifications rather than relying on out-of-state credentials.
This addendum emphasizes the state's strict interpretation of its certification requirements and signals that only Illinois-issued BEP certifications will be accepted for this procurement. Offerors must ensure compliance with Illinois-specific certification standards prior to submission to avoid potential non-responsiveness on their bids.

Addendum #1 Response to Offeror’s Questions to IFB Below is the response to a question that the Agency received regarding this IFB:
1. I was DBE certified at IDOT and WisDOT thru 2025, I still have a WBE Cert active in Wisconsin. Would that suffice for the BEP credential named in the RFP?
Response: Please note that certifications issued in Wisconsin do not qualify for use in Illinois. To meet the requirements outlined in any State of Illinois solicitation posted in BidBuy, you would need to obtain the appropriate Illinois certifications.
