About this file

This Addendum 2 document is a response to offeror questions for the Illinois Department of Transportation's Re-Bid Freight Data and Forecasting IFB B-54339. The addendum clarifies requirements regarding Business Enterprise Program (BEP) certification and Secretary of State registration. Vendors must submit a BEP Utilization Plan or Letter of Intent by the bid due date if a BEP goal applies, must hold active BEP certification at the time and date of bid opening, and must complete Secretary of State registration before contract execution. The original IFB solicits updated freight and commodity flow data across all 102 Illinois counties for five transportation modes with forecasts through 2055, with bids due October 22, 2026, and a six-year contract term with potential extension to ten years maximum.

The solicitation establishes a 13% BEP goal for small business participation. Vendors must maintain $1,000,000 in general commercial liability insurance per occurrence and workers' compensation coverage as required by law. Bids remain firm for 180 days from opening, and the state will award to the lowest priced responsive and responsible bidder. Subcontractors with annual values exceeding $100,000 must be disclosed with appropriate certifications. An administrative fee of $15 will be deducted from the first payment for any awarded contract valued at $1,000 or more. Domestic product preference applies unless U.S.-manufactured products exceed comparable foreign products by 12% or more in price or are substantially lower in quality.
