About this opportunity
The City of Long Beach Department of Public Works is requesting bids for seawall tieback installation, pile cap repair, and waterfront structure improvements at Naples Vista del Golfo (R-7278), with bids due September 16, 2026 at 10:00 a.m. and a mandatory pre-bid conference on August 19, 2026 at 10:00 a.m. via Microsoft Teams. Bidders must hold a valid California Class A Contractor license and demonstrate substantial prior experience: successful completion of at least two tieback installation projects from floating barges with minimum 20 tiebacks at 20 feet length, two concrete repair projects of at least $250,000 each, relocation of 10 docks in a single project, and two marine construction projects of at least $900,000 each within the past ten years — a restrictive qualification gate.
The scope encompasses fabrication and installation of 71 tieback anchors (design load 29 kips, lock-off load 22 kips, using IBO/Titan Grade 75 high-strength steel with class I corrosion protection), repair of 55 linear feet of pile-cap cracks and 231 square feet of spalls, post-pocket repairs, placement of 56 cubic yards of lightweight cellular concrete, temporary relocation and reinstallation of existing floating docks and gangways, utility disconnection and reconnection, painting of 330 linear feet of seawall cap, and site restoration across approximately 379 linear feet of seawall. All work must conform to the 2022 California Building Code, 2015 Standard Specifications for Public Works Construction (SSPWC Greenbook), and Title 18 of the Long Beach Municipal Code. The contractor must submit shop drawings and calculations stamped by a California-licensed professional engineer prior to fabrication.
The contract term is 150 calendar days from Notice to Proceed. The project is subject to prevailing wage requirements under California Labor Code Section 1720 et seq., a Citywide Project Labor Agreement with 40% local hiring goals and 10% transitional worker and veteran hiring goals, 10 percent bid security (certified check or bond), and 100 percent performance and payment bonds. The work is funded in full or in part by State of California Tideland funds and requires compliance with the Department of Industrial Relations, Regional Water Quality Control Board, U.S. Army Corps of Engineers, and California Coastal Commission. Contractors must carry workers' compensation, commercial general liability, commercial automobile liability, and pollution/environmental impairment liability insurance before commencing work. Bids are submitted through https://longbeachbuys.buyspeed.com/.
