About this file

This is Addendum No. 02 issued by the City of Long Beach Department of Public Works for Plans and Specifications No. R-7278, concerning the Naples Seawall – Vista del Golfo Tiebacks project in Long Beach, California. The addendum addresses clarifications and modifications to the Bidder's Qualifications Form for this marine construction project involving tieback installation work. The document provides three responses to bidder questions that adjust minimum qualification requirements to make them more achievable while maintaining project standards. Specifically, the addendum allows companies with excess of 100 projects to limit their project list to the 10 most similar projects in size and scope; permits consideration of tieback installation projects completed within 15 years rather than 10 years if proposers can demonstrate continuity of project leadership; and clarifies that both prime contractors and subcontractors may satisfy the marine construction experience requirement of two projects valued at not less than $900,000 each. The contact for prospective bidders is Stephen Figueira at the City of Long Beach Department of Public Works, Project Management Bureau, 411 W. Ocean Boulevard, Long Beach, CA 90802.

The minimum qualifications for bidders include completion of at least two tieback installation projects from floating barges with a minimum of ten tiebacks at 20 feet installed length each; two concrete repair projects with minimum construction costs of $100,000 each, preferably in marine or aquatic environments; relocation of a minimum of 10 docks in one project within the last ten years; and completion of at least two marine construction projects valued at not less than $900,000 each within the past ten years. The Bidder's Qualifications Form requires detailed documentation including organization information, licensing qualifications, financial resources, experience classifications, claims and suits history, current projects under contract, completed project listings, and specific project experience forms demonstrating satisfaction of each minimum qualification. All bidders must declare under penalty of perjury that submitted information is true and correct.

ADDENDUM NO. 02

PLANS AND SPECIFICATIONS NO. R-7278

NAPLES SEAWALL – VISTA DEL GOLFO TIEBACKS

IN THE CITY OF LONG BEACH, CALIFORNIA

NOTICE TO HOLDERS OF PLANS AND SPECIFICATIONS

Please note the following changes, clarifications, and additions:

QUESTIONS AND RESPONSES

1. Question: Regarding questions 4.5 of the bidder’s qualifications, can this be limited to the 5 or 10 most similar projects in size and scope? Our company has successfully completed well in excess of 100 projects in the last 5 years.

Response: This may be limited to 10 most similar projects in size and scope.

See updated attachment.

2. Question: Regarding the first minimum qualification in Division C, projects that require tieback installation from a barge are rare. We request that the requirement be changed from “two projects within the last ten years” to “two projects within the last fifteen years”.

Response: Projects completed within the past fifteen years may be considered if the proposer can demonstrate continuity of project leadership between those past projects and the team proposed for this work. See updated attachment.

3. Question: Regarding the fourth minimum qualification in Division C, the minimum qualification is “The Contractor shall have completed at least two marine construction projects within the last ten years with a contract value of not less than $900,000 each.”. The form questions asks if the Prime Contractor or Subcontractor “Has successfully performed work within the last ten years similar in design and extent ($900K min total contract value) to that indicated for this Work without causing delay in schedule.”. While similar these two requirements are materially different. Also the requirement is for the prime contractor to have performed the project while the form requests information for either the prime contractor or the subcontractor to have the experience. Should the contractor list project experience that meets the fourth minimum qualification or that answers the question on the form?

Response: Form has been clarified for consistency. Contractor/ Subcontractor shall have completed at least two marine construction projects within the last ten years with a contract value of not less than $900,000 each. See updated attachment.
