About this opportunity

The City of Fort Worth, Texas, is seeking bids for a Bridge Rail Unit Price Contract through an invitation to bid posted on November 12, 2025, with electronic proposals due by December 11, 2025, at 2:00 PM CST. The primary scope of work involves repair and replacement of bridge handrail, guardrail, and attenuators across jurisdictions including Tarrant County and Frankston Town. This unit price contract is designed to establish pricing for infrastructure maintenance services, with the city reserving the right to award work based on specific task orders. A web-based pre-bid conference is scheduled for November 25, 2025, at 9:00 AM, and bidders must submit their proposals electronically through the Bonfire Procurement Portal. Evaluation criteria will focus on the lowest responsible and responsive bidder, considering both pricing and the bidder's qualifications and competencies. The contract allows for potential renewal up to two additional terms, with a total contract duration not exceeding five years from the initial effective date, and the city is not obligated to award the full bid amount.

The procurement includes a mandatory 30% Small Business Enterprise (SBE) goal for contracts valued at $100,000 or more, with small businesses defined by SBA standards and located in Tarrant, Denton, Wise, Parker, and Johnson counties. Certification must be obtained through approved agencies such as the North Central Texas Regional Certifying Agency, Dallas/Fort Worth Minority Supplier Development Council, Women's Business Council - Southwest, or Texas Department of Transportation. Bidders must submit a Small Business Utilization form and must perform at least 35% of the contract work with their own organization. A bid bond of 5% of the maximum bid price is required, and non-resident bidders must submit bids lower than Texas resident bidders by the same margin they would be required to underbid in their home state. While specific budget ranges are not explicitly stated, the contract is structured as a unit price agreement, allowing flexibility in project scope and spending. Additional compliance requirements include submission of a Certificate of Interested Parties Form 1295 and adherence to Texas state laws regarding boycotts and immigration verification.
