About this opportunity

The County of Orange is soliciting proposals for Public Health Registry Services through a Request for Proposal (RFP) issued on May 27, 2025, with proposals due by July 9, 2025, at 2:00 pm. The procurement seeks qualified firms to provide temporary clinical staffing for public health clinics and programs across Orange County and potentially other California governmental entities. Respondents must supply licensed healthcare professionals including Registered Nurses, Licensed Vocational Nurses, Medical Assistants, Clinical Lab Scientists, Epidemiologists, and other specialized medical personnel to work within their licensure and provide direct patient care for adults and children. Minimum qualifications include having physical offices in Southern California and a minimum of five years' experience providing registry staffing services in Orange County. The County will implement a comprehensive scoring process evaluating proposals based on the firm's background, key personnel, work plan, and compliance with contract requirements. Proposal evaluations will consider factors such as organizational expertise, proposed staffing approach, and overall responsiveness to the RFP's detailed specifications.

The RFP includes specific preferences and set-aside designations for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with potential additional scoring advantages for businesses meeting these certifications. The contract is structured as a five-year Regional Cooperative Agreement, allowing potential multi-year renewals subject to Board of Supervisors approval. While specific total contract value is to be determined (TBD), the pricing structure includes detailed hourly rates for various healthcare professional classifications. Overtime reimbursement will follow California state labor regulations, and the contractor will be responsible for ensuring staff meet licensing requirements, undergo proper screening, and comply with county-specified vaccination and orientation protocols. The agreement provides flexibility for surge services and potential additional staff classifications, which can be approved on a case-by-case basis. Payments will be processed within 21 business days after receipt of correctly completed invoices, with no price increases considered during the first contract year.
