About this opportunity

The City of Covington, Kentucky, issued a Request for Proposals on February 19, 2026, for Professional Technology Implementation and Related Services to design, build, install, integrate, and configure comprehensive communication, information technology, and audiovisual infrastructure for the new Covington City Hall facility located at 620 Scott Street. The procurement encompasses extensive low-voltage cabling infrastructure including one main distribution frame and five intermediate distribution frames across three floors, approximately 306 Category 6A ethernet runs, 40 wireless access points, 29 IP-based security cameras, 49 access control doors with card readers and electric locks, and specialized audiovisual systems for multiple conference rooms and the City Council Chamber featuring eight dais microphones, three pan-tilt-zoom cameras, three LED video walls, and digital signal processing for live streaming and hybrid meeting support. The scope of work requires BICSI-certified personnel including a Registered Communications Distribution Designer (RCDD) for shop drawings and field testing supervision, compliance with comprehensive industry standards including TIA/EIA-568, TIA-607, NECA, and BICSI standards, installation of singlemode optical fiber backbone cabling (OS2, 8/125-micrometer) with duplex LC connectors, multiuser telecommunications outlet assemblies with plenum-rated Category 6A unshielded twisted pair cabling, proper grounding and bonding systems with maximum ground resistance of 1 ohm and bonding resistance not exceeding 100 milliohms, and complete system testing including visual inspections, wire mapping, insertion loss measurements, crosstalk analysis, return loss verification, and optical fiber OTDR testing in both directions at 1310 nm and 1550 nm wavelengths. Proposals are due no later than 1:30 PM on March 5, 2026, with requests for information required by February 25, 2026; the successful contractor must complete all work within 30 days of contract execution, with tentative facility occupancy scheduled for November 2026. Evaluation criteria weighted equally at 25 points each include professional experience and qualifications, proposed work approach and performance, experience with similar projects, and pricing/fees, with the City reserving the right to require performance bonds and liquidated damages provisions and selecting the most advantageous proposal rather than lowest price.

The procurement applies the Kentucky Reciprocal Preference for Residential Bidders as required by statute, but no specific set-asides for disadvantaged enterprises or minority-owned businesses are indicated in the solicitation documents. Respondents must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, professional liability insurance of $2,000,000 per occurrence and annual aggregate, and comply with Kentucky Worker's Compensation requirements; equipment suppliers must maintain permanent service facilities with 24-hour technical support within the installation area and possess a minimum of five years of production experience, while installers must have no less than five years of continuous experience with similar installations and the project manager must have a minimum of five years of project management experience. The contract term is requested for one year with four optional one-year renewals for a maximum five-year period to provide ongoing maintenance and post-installation support services. No specific award value or budget range is disclosed in the solicitation; however, pricing proposals must include detailed cost breakdowns for all labor, materials, equipment, installation, testing, training, and post-installation support services, with the City's tax-exempt status applicable to the City's own procurement of goods. The estimated award timeframe is 30 to 90 days following the proposal submission deadline, and the City reserves the right to reject any or all proposals, negotiate final terms with the selected respondent, and conduct competitive negotiation procedures as part of its procurement process.
