Written questions are due by December 30, 2025, at 5:00 PM, with proposals due January 14, 2026, at 5:00 PM. The notice of intent to award is anticipated by February 18, 2026, with price agreement execution targeted for February 28, 2026.
The procurement encourages participation from certified small businesses, including disadvantaged business enterprises (DBE), minority-owned businesses (MBE), women-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB). Proposers must complete a Certified Disadvantaged Business Outreach Plan detailing their efforts to engage such businesses. The Price Agreement will have an initial two-year term with no maximum term limit and no guaranteed minimum dollar amount or work quantity. The total contract value is not to exceed $150,000 for the entire agreement term, with individual purchase orders not exceeding $150,000. Contractors must maintain specific equipment capabilities, including water delivery of at least 7 gallons per minute at 3,000 psi, onboard water tanks of at least 500-gallon capacity, and heated water capability to 180 degrees Fahrenheit.
