About this file

This is a Request for Proposal (RFP) for pressure washing services issued by the Oregon Department of Administrative Services (DAS) State Procurement Services (RFP S-10700-00015314). The procurement seeks a Price Agreement to provide comprehensive pressure washing services at approximately 38 state-owned buildings located in Salem, Portland, Eugene, and Wilsonville. Services include pressure washing of sidewalks, walkways, driveways, curbs, pathways, and other exterior surfaces to remove dirt, grime, stains, and organic materials, with potential additional services such as graffiti removal. Mandatory pre-proposal conferences and site visits are scheduled for December 17-18, 2025. Written questions must be submitted by December 30, 2025, at 5:00 PM, with proposals due January 14, 2026, at 5:00 PM. The notice of intent to award is anticipated by February 18, 2026, with price agreement execution targeted for February 28, 2026. The Price Agreement will have an initial two-year term with no maximum term limit and no guaranteed minimum dollar amount or work quantity.

Proposers must have a minimum of three years of experience providing pressure washing services to public buildings and must submit proposals evaluated across six criteria: Executive Summary (10 points), Company Profile (20 points), Account Management (15 points), Technical Implementation Plan (25 points), Work Samples (10 points), and Price Proposal (20 points). The total contract value is not to exceed $150,000 for the entire agreement term, with individual purchase orders not exceeding $150,000. The procurement encourages participation from certified small businesses, including disadvantaged business enterprises (DBE), minority-owned businesses (MBE), women-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB), requiring proposers to complete a Certified Disadvantaged Business Outreach Plan. Contractors must maintain specific equipment capabilities, including water delivery of at least 7 gallons per minute at 3,000 psi, onboard water tanks of at least 500-gallon capacity, and heated water capability to 180 degrees Fahrenheit. Required insurance includes workers' compensation, commercial general liability, automobile liability, and pollution liability with coverage amounts specified in the agreement.
