About this file

This document is a Question and Answers file compiled by the Oregon Department of Administrative Services (DAS) State Procurement Services in response to an RFP for pressure washing services at state-owned buildings. The RFP (S-10700-00015314) encompasses approximately 38 buildings across multiple Oregon locations including Salem, Portland, Eugene, and Wilsonville. Proposers must submit pricing for all listed sites using the provided attachment and are required to have attended mandatory site visits held December 17-18, 2025. Written questions were due by December 30, 2025, at 5:00 PM, with proposals due January 14, 2026, at 5:00 PM. The notice of intent to award is anticipated by February 18, 2026, with price agreement execution targeted for February 28, 2026. The Price Agreement will have an initial two-year term with no maximum term limit and no guaranteed minimum dollar amount or work quantity.

The scope of work includes pressure washing of sidewalks, walkways, driveways, curbs, alcoves, and pathways until clean, with additional services available for vertical surfaces, planter boxes, retaining walls, archways, and graffiti removal. Contractors must provide chemical, pressure washing, and dry sand blasting capabilities for graffiti removal and comply with City of Salem Revised Code Chapter 71 regarding eco-friendly cleaning solutions and acceptable runoff. The contract includes hourly rates for as-needed services such as retaining wall cleaning beyond four feet and planter box services. Specific site clarifications address scope inclusions such as loading docks, stairways, parking garage areas, and tree islands, while exclusions include bus entryways and certain walkways managed by Parks and Recreation. Contractors must maintain equipment capable of delivering at least 7 gallons per minute at 3,000 psi, onboard water tanks of at least 500-gallon capacity, and heated water capability to 180 degrees Fahrenheit, with comprehensive insurance requirements including workers' compensation, commercial general liability, automobile liability, and pollution liability. The total contract value does not exceed $150,000 for the entire agreement term.

Questions and Answers

RFP S-10700-00015314

Pressure Washing Services – State Owned Buildings The following questions were submitted by Prospective Proposers to DAS Procurement Services (DAS PS) in response to Request for Proposal (RFP) S-10700-00015314, which was advertised on OregonBuys December 1, 2025. The State’s response follows each question. The State’s responses in this document do not modify the RFP. Unless expressly identified. Unless expressly identified in an RFP Addendum, all requirements, terms and conditions of the RFP remain the same.

Question 1 – Do we need to bid on all sites or can we select sites?

Answer 1 – Refer to the RFP and Att A. All sites must have a price submitted, using Attachment E.

Question 2 – What was the previous pricing?

Answer 2 – A Public Records Request (PRR) would need to be submitted for any previous Contract / Award information, including pricing. Contact SPC if you wish to proceed with a PRR for further details.

Question 3 – What was the previous pricing?

Answer 3 – A Public Records Request would need to be submitted for any previous Contract / Award information, including pricing.

Question 4 – Page 24 of AttA, Under 8, Additional Services B. Emergency Response. Do we have to be able to respond within 24 hours on all the locations?

Answer 4 – AttA is a negotiable document between the Parties during the award/negotiation process. Per Section 5.4.1 of the RFP, second paragraph states:

Following the selection of the apparent successful Proposer, DAS SPS may agree to negotiate changes to the negotiable provisions of Attachment A, Sample Price Agreement listed below. However, DAS SPS is not required to make any changes and many provisions cannot be changed. Proposer is cautioned that the State of Oregon believes modifications to the standard provisions constitute increased risk and increased cost to the State.

Any subsequent negotiated changes are subject to prior approval of the Oregon Department of Justice.

DAS SPS is willing to negotiate all items, except those listed below:

· Choice of law

· Choice of venue

· Constitutional requirements

· Requirements of applicable federal and State law

Question 5 – What is the full sq footage of bid scope and budget?

Answer 5 – Refer to RFP and AttA, for building descriptions.

Question 6 – For #20 Print Plant (550 Airport Rd. SE, Salem) and #27 State Data Center (530 Airport Rd. SE, Salem), Google Earth shows them appearing to be located within the same building. How should we differentiate between the two for bidding purposes?

Answer 6 –These are two separate locations, with a road separating them. There’s a road (with the loop or turn around at the end) between the two.

Question 7 – For #33 Blind Commission (535 SE 12th Ave., Portland), it looks like there’s another agency attached at 505 SE 12th Ave.—Occupational Safety and Health Division, Department of Consumer and Business Services. Is that considered part of the Blind Commission site?

Answer 7 –There was another agency, that was in with the Blind Commission (BC), and they’ve moved to Wilsonville. But, it is still considered part of the BC site.

Question 8 – We have other methods to clean graffiti; do we have to provide sandblasting for this service?

Answer 8 – Agency asks the following of the contractor: Graffiti Removal. Contractor shall have available the capability of using chemical, pressure washing and dry sand blasting capability, if needed, for graffiti removal. This is the same language that we have in the existing contractor. So, my answer would be ‘yes’, they have to be able to provide sand blasting if needed.

Question 9 – Can you clarify that each building cost should include pressure washing of the entire building and surrounding sidewalks?

Answer 9 – We do not ask that the entire building be pressure washed, it’s listed as: pressure wash until clean; all sidewalks, walkways, driveways, curbs, alcoves and pathways. We also list under ‘additional’ services’, ‘other surfaces’, such as but not limited to; vertical surfaces, planter boxes, retaining walls, and archways. So, the bidders should include the sidewalks, walkways, driveways, curb, alcoves and pathways.

Additionally, Attachment E may be added to and/or adjusted as needed by Proposer to accommodate their cost submission. If Proposer wishes to make a statement about additional services they can do so. Example: Proposer can elect to provide the total costs listed under #1 above, and any additional will be charged at the ‘additional’ services rate. These additional items are not done all regularly, but we want the flexibility to get them done ‘as needed’. But, again, not included in their total cost for each site.

Question 10 – Please confirm that all Salem locations are required to be cleaned using eco-friendly cleaning solutions, and advise whether specific products, certifications, or prior approvals are required.

Answer 10 – Ideally yes, eco-friendly, and if they follow City of Salem Revised Code Chapter 71, listed in General Conditions of Exhibit B, that will help the contractor to understand what is acceptable runoff. Only section Agency requests to review and approve chemicals is for removal of graffiti. Section 5, Exh A.

· Areas included in the scope of work
