About this file

This is a Pressure Wash Map and supporting documentation for an Oregon Department of Administrative Services (DAS) State Procurement Services Request for Proposal (RFP S-10700-00015314) seeking a Price Agreement for pressure washing services. The procurement covers approximately 38 state-owned buildings located in Salem, Portland, Eugene, and Wilsonville. Services include comprehensive pressure washing of sidewalks, walkways, driveways, curbs, pathways, and other surfaces to remove dirt, grime, stains, and organic materials, with potential additional services such as graffiti removal. Mandatory pre-proposal conferences and site visits are scheduled for December 17-18, 2025. Written questions must be submitted by December 30, 2025, at 5:00 PM, with proposals due January 14, 2026, at 5:00 PM. The notice of intent to award is anticipated by February 18, 2026, with price agreement execution targeted for February 28, 2026. The Price Agreement will have an initial two-year term with no maximum term limit and no guaranteed minimum dollar amount or work quantity.

Proposers must have a minimum of three years of experience providing pressure washing services to public buildings and maintain specific equipment capabilities, including water delivery of at least 7 gallons per minute at 3,000 psi, onboard water tanks of at least 500-gallon capacity, and heated water capability to 180 degrees Fahrenheit. The total contract value is not to exceed $150,000 for the entire agreement term, with individual purchase orders not exceeding $150,000. Proposals will be evaluated on six criteria: Executive Summary (10 points), Company Profile (20 points), Account Management (15 points), Technical Implementation Plan (25 points), Work Samples (10 points), and Price Proposal (20 points). The procurement encourages participation from certified small businesses, including disadvantaged business enterprises (DBE), minority-owned businesses (MBE), women-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB), requiring proposers to complete a Certified Disadvantaged Business Outreach Plan. Contractors must carry comprehensive insurance including workers' compensation, commercial general liability, automobile liability, and pollution liability with specific coverage amounts as outlined in the agreement.
